About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking a comprehensive real-time data solution that provides nationwide access to secondary market transaction records from pawn shops, secondhand dealers, online marketplaces, ecoATM devices, and scrap metal salvage yards. The primary objective is to enable ATF personnel to identify sources of recovered crime guns and individuals associated with criminal investigations by querying firearm identifiers (make, model, serial number) and performing investigative searches that link sales to specific merchants or locations. The solution must support both ad hoc and bulk querying capabilities with scalability for current and future investigative workloads, include advanced search functionality, and provide historical data access. A critical requirement is that the system shall only provide personally identifiable information (PII) to ATF in response to individual submissions during active criminal investigations, with PII limited to previous property owners and explicitly excluding firearm purchasers; batch firearm trace queries will not return PII. Vendors must describe their system's APIs and data exchange capabilities, including potential integrations with law enforcement datasets such as NCIC records and wanted person notifications. The pre-solicitation notice was posted on December 9, 2025, with responses due by December 17, 2025.

This opportunity is not designated with any small business set-aside, and no current incumbent contractors or specific budget range have been identified in the pre-solicitation notice. The procurement falls under NAICS category 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) and PSC category DA10 (IT and Telecom - Business Application/Application Development Software as a Service), indicating the government is seeking commercial software-as-a-service solutions with cloud hosting and ongoing support capabilities. The requirement includes sustainment activities such as continuous training, software support, system updates, secure data hosting, and adherence to federal security and privacy standards throughout the acquisition lifecycle. While specific contract values are not disclosed in the pre-solicitation notice, the emphasis on scalability and future investigative workload accommodation suggests this may evolve into a substantial, long-term engagement. Interested vendors should prepare detailed responses addressing system architecture, data integration capabilities, security compliance, and their experience managing sensitive law enforcement data systems.

Notice text

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking information from industry regarding a solution that provides comprehensive real time access to nationwide secondary market data, including pawn and secondhand dealer transactions, online marketplace integration with NCIC; ecoATM device intake records, and scrap metal salvage yard reporting. The purpose of this requirement is to enable ATF personnel to identify the source of recovered crime guns, other secondary market items, or individuals associated with ATF criminal investigations once those items or individuals appear in the secondary market records system. The required capability must allow authorized users to query firearm identifiers (make, model, serial number) or relevant item information, perform investigative queries to identify recent transactions, link sales to specific merchants or locations, include advanced search capability, and provide historical data access. The requirement includes both ad hoc and bulk querying, with projected usage scaling to accommodate current and future investigative workloads. Sustainment requirements include ongoing training, ongoing software support, system updates, secure data hosting, and adherence to federal security and privacy standards over the lifecycle of the acquisition.

The solution shall only provide personally identifiable information (PII) to ATF in response to an individual submission conducted as part of an active, ongoing criminal investigation. PII will be limited to those individuals who previously divested property ownership of a firearm and does not include any PII related to the purchaser of a firearm. The system shall not provide ATF with PII when ATF submits a batch firearm trace query.

Vendors should describe any system APIs or data exchange capabilities, including the ability to interface with or support queries related to NCIC records, wanted person notifications, or other law enforcement datasets that enhance investigative value. Responses should describe how the vendors solution meets these needs and any additional capabilities that further support ATF criminal investigations.
