About this opportunity

The Defense Health Agency (DHA) is seeking to procure comprehensive software support, maintenance, and sustainment services for the D-Scope Video Imaging Archive (VIA) Systems, a mission-critical medical imaging platform currently operational at JBSA-Lackland and Brooke Army Medical Center (BAMC). This sole-source procurement falls under the Custom Computer Programming Services category (NAICS 541511) and is classified as IT and Telecom Business Application/Application Development Software as a Service (PSC DA10). The DHA is requesting approval to award the contract to D-Scope Systems without full and open competition, citing their position as the sole vendor capable of meeting the government's specialized requirements for this deeply integrated endoscopic imaging system. While formal evaluation criteria have not been detailed in this pre-solicitation notice, the agency has invited responsible sources to submit capability statements for consideration. The deadline for submitting capability statements and responses to this pre-solicitation notice is March 11, 2026, with submissions directed to Contracting Officer Corey A. Black and Contract Specialist Jorge M. Canavati via email.

This procurement does not utilize a set-aside designation and represents a sole-source award to the incumbent contractor, D-Scope Systems. The current operational environment consists of three enterprise servers and sixteen mobile endoscopy carts supporting daily clinical operations at the two medical treatment facilities. No specific contract award value or budget range has been disclosed in this pre-solicitation notice. The D-Scope VIA platform serves as a core component of the medical facilities' diagnostic and surgical workflow, directly supporting patient care, clinical decision-making, and medical record-keeping through its endoscopic imaging capture, storage, and collaboration capabilities. The notice emphasizes the mission-critical nature of this system and its integral role in patient outcomes, which substantiates the justification for the sole-source award approach.
