About this opportunity
The 3rd US Infantry Regiment, through the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston, is conducting market research for comprehensive equestrian facility management services to support military equine activities in Northern Virginia. The initiative would provide management services for facilities where ceremonial equines are trained for soldier support at Arlington National Cemetery, with the primary equestrian center encompassing approximately 150 acres. The performance-based contract would focus on equine care including feeding, health management, training and conditioning, facility management covering maintenance of buildings and grounds, and operational management of day-to-day activities. The government is seeking information on best practices for facility management, community engagement, and financial sustainability through this Request for Information process. Responses to this RFI are due within 30 calendar days of the September 15, 2025 posting date, with submissions required in PDF format covering vendor information, government questions, company overview, and optional industry day contact details.
This opportunity does not include any set-aside designations and no current contractors or incumbents are identified in the documentation. The facility is designed to support approximately 80 horses with existing or planned infrastructure including barn/stables for 80 horses, riding rings, fenced pasture areas, riding trails, and auxiliary structures across the 150-acre property. The RFI does not specify contract award values or budget ranges, as this is purely an information-gathering exercise for market research purposes. The government emphasizes this is a voluntary process with no guarantee of future procurement, and all responses will be used solely for internal planning purposes. The initiative aims to provide streamlined access to goods and services including transportation, staff management, facilities improvement projects, logistics and sustainment resources, and comprehensive reporting capabilities.
