This is a SOURCES SOUGHT NOTICE ONLY. This is NOT a solicitation for proposals or quotes and does not obligate the Government to award a contract. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Proposal (RFQ) at this time. Responses to this Notice must be in writing.
The USDA-ARS in Lincoln, NE intends to award a sole source firm fixed price purchase order for an SCIO NIR upgrade for a Harvest Master H-2 Grain Gage System. See attached Specifications for details. This equipment is manufactured by Juniper Systems. Upgrades by any other company will void the warranty.
The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of firms certified to provide the services described in the Speciifications. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) phone, fax and email; (e ) DUNS Number; (f) Cage Code; (g) socioeconomic category (i.e., small business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement and; (i) any GSA Schedule numbers. ARS will accept responses from ALL vendors in order to gain a more complete understanding of the market for these services.
The statutory authority for the sole source procurement is 10 United States Code2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will SatisfyAgency Requirements.
This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid(IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the USDA to contract for any service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of theGovernment. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.

USAID/Tanzania seeks input on a draft concept note for a new horticulture activity through a Request for Information. The activity aims to increase commercialization, inclusiveness and competitiveness in Tanzania's horticulture market systems through four sub-purposes over five years with a target funding range of $25-39 million. Responses to the RFI are requested by March 20th and should include comments on the draft concept note, development hypothesis, opportunities for youth inclusion, best practices for private sector engagement in horticultural value chains, and relevant past performance.
The concept note outlines goals of sustainably reducing poverty and hunger through strengthening market system organization, increasing nutrition-sensitive productivity and technology commercialization, strengthening the enabling environment, and increasing collaborative learning and adaptation in the regions of Morogoro, Iringa, Mbeya, Njombe, and Zanzibar. There is no set-aside designated for this opportunity. The draft concept note provides details on the activity's scope, objectives and implementation approach over a five year period to develop horticulture value chains in the target regions of Tanzania.

SUMMARY
On behalf of the USDA Farm Service Agency (FSA), the Farm Production and Conservation Business Center announces an Industry Day to present the requirements for the government-managed conservation activity plan maintenance activities for the Clean Lakes, Estuaries, and Rivers 30 (CLEAR 30) pilot program. This program is available in all counties and county equivalents nationwide, including U.S. territories and tribal lands.
The Industry Day is scheduled for Thursday, December 9, 2021 from 11:00 am ET – 2:00 pm ET. This will be a virtual event, hosted on the internet, using Microsoft Teams. Please note: Companies will be able to participate without a Microsoft Teams account.
The objective is to provide a presentation to inform the industry community of the program requirements and the intent to solicit for multiple Indefinite Delivery Indefinite Quantity contracts on a regional basis nationwide for a base period of period twelve (12) months and four (4) twelve-month option periods for a total of sixty (60) months. A presentation will provide the CRP CLEAR 30 Requirements and feedback will be provided in response to questions submitted by contractors in advance. Interested contractors are encouraged to attend. However, attendance is not mandatory to submit a proposal in response to a future solicitation for this requirement. Contractors may submit questions regarding the requirement by December 6, 2021 to nancy.harris@usda.gov .
A draft Request for Proposal, Performance Work Statement (PWS), and draft Evaluation Criteria are attached to this notice.

FY10 STATEMENT OF WORKINVASIVE SPECIES CONTROL, GRAZINGBACKGROUNDDecisions regarding weed control measures on F. E. Warren AFB are complicated by the presence of one threatened species within infested areas: Colorado butterfly plant (Gaura neomexicana coloradensis). This situation presents an opportunity to test potential methods for weed control in threatened species habitat for effectiveness, likelihood of adverse impact to sensitive species, and manageability.TASKSThe contactor shall use goats to graze approximately 494 acres along portions of Crow Creek, Diamond Creek, and the unnamed drainage on F. E. Warren AFB (see attached map) to remove the majority of vegetative top growth of invasive species in these areas, which include Canada thistle, leafy spurge, Dalmatian toadflax, and small amounts of hound's tongue and hoary cress. The eastern parcel (comprising approximately 123 acres) shall be grazed twice - once at the beginning of the project and again at the end.The contractor shall disperse seed prior to moving goats into an area. The base shall provide the seed to the contractor.The contractor shall provide transportation of the goats to and from the base.The contractor shall provide at least one (1) experienced livestock handler capable of understanding and speaking English.No living facilities or services will be provided by the 90th Missile Wing. Contractor support will be handled on a case by case basis. If the livestock handler chooses to stay at the base campground, it is the responsibility of the contractor to pay all fees associated with staying at the campground. As of 3/17/10, a campsite with hookups is $20 per night and a dry campsite is $10 per night. These rates are subject to change.Crow Creek is available as a water source for the goats. The contractor may provide portable water trough(s) for the animals, if desired. The base will supply water.The contractor shall provide portable fencing or other appropriate enclosures for the goats. All goats and other animals belonging to the contractor shall be under the control of the livestock handler at all times. If any of the contractor's animals wander off the base property, the contractor shall retrieve the animals immediately.The contractor must remove goats from Colorado butterfly plant habitat (the five western-most parcels, comprising approximately 159 acres) no later than 15 June.The contractor shall ensure that goats and herding dogs do not disturb, attack, or injure the base pronghorn population or any other type of wildlife.The contractor shall not accomplish predator control. Any predator control required by the contractor must be requested through the 90th Missile Wing Natural Resources Manager.Traps or any type of weapon are not authorized on F. E. Warren AFB. The contractor shall not harm base wildlife.The base is not responsible for any injuries and/or deaths of the contractor's livestock. Potential risks include lightning, rattle snakes, mountain lions, bobcats, and coyotes.The contractor shall be responsible for disposing of livestock carcasses at the Cheyenne Landfill. The base is not responsible for disposing of carcasses belonging to the contractor.The contractor shall contact the F. E. Warren AFB Game Warden or Law Enforcement Desk at least two (2) hours prior to moving goats across roads so that appropriate traffic control measures can be implemented.PERIOD OF PERFORMANCEThe period of performance will begin 1 May 2009, plus or minus 15 days. Once started, the contractor has up to 120 days to complete the work.

As required by FAR 5.203(a), this is a notification that USAID/Nigeria intends to negotiate on a sole source basis with Chemonics International, Inc., 1717 H Street, NW, Washington DC. 20006-3900, up to one year contract (Bridge to MARKETS II) in the amount of $7.2M. This Notice is provided for informational purposes only. This opportunity is available only to the incumbent Contractor, Chemonics International, Inc, who was competitively awarded the MARKETS Project Contract #620-C-00-05-00077-00.The period of performance of MARKETS Bridge Contract is anticipated to be up to one year. The Bridge Contract will provide the necessary over-lap between MARKETS I and MARKETS II, to be competitively awarded in FY11. The Bridge to MARKETS II will allow the current contractor, Chemonics International, the time to concentrate on the following three essential activities.
