About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base intends to procure an enterprise-level usage and maintenance license for the Comprehensive Cost and Requirement (CCaR) software serving the Department of War acquisition community, with responses to a questionnaire due May 27, 2026.
The license covers unlimited users across Air Force, Army, and Navy organizations within the Acquisition Domain—currently approximately 24,950 users—with no restrictions on the number of CCaR users. Covered organizations include all entities currently using CCaR under existing Named License Agreements and those required to use the system under DAFI 63-101/20-101, Army Regulation 70-1, and ASA(ALT) CFO Operating Policy Number 13.3 (dated 1 July 2024).
The contractor must install all CCaR software upgrades and patches made generally available to customers. Maintenance includes Tier 1 help desk support delivered Monday through Friday, 6:00 AM to 9:00 PM Eastern Standard Time (excluding federal holidays), staffed with technical support specialists trained on CCaR functionality. Tier 2 support addresses critical database administration and security maintenance through database administrators and functional personnel. The contractor must respond to all help desk contacts (telephone and email) within five minutes maximum, resolve non-patch trouble tickets within 48 hours, and deliver emergency bug fixes or out-of-cycle patches within one week (five government business days). The contractor must comply with Section 508 of the Rehabilitation Act and provide monthly status reports with continuous live access to help desk submission and resolution tracking details. No set-aside applies to this procurement.
