The contractor must provide all CCaR software upgrades and patches made generally available to customers. Tier 1 help desk support must be delivered Monday through Friday, 6:00 AM to 9:00 PM Eastern Standard Time (excluding federal holidays), with technical support specialists trained on CCaR functionality and operations to troubleshoot common problems, assess and escalate serious issues, and research solutions. 1.0 BACKGROUND
The Comprehensive Cost and Requirement (CCaR) system is a critical enterprise-level program and financial management tool, operating as a primary application within the Project Management
Resource Tools (PMRT) system. It provides a cradle-to-grave solution that delivers real-time, decision-ready program information to government leaders.
With CCaR, program and financial managers can define program requirements, formulate budgets, forecast execution, and track the execution of funds within a single, integrated platform.
Historically, the CCaR maintenance license was exclusively for Air Force organizations within the
Acquisition Domain on an enterprise basis. The US government continues to modernize acquisition processes and utilize inter-service collaboration across the Department of War.
2.0 OBJECTIVE
The objective of this Statement of Work is to acquire a CCaR Enterprise maintenance software license that expands beyond the historical user base. The Government seeks to transition from a limited, Air Force only procurement model to a consolidated, enterprise-wide software license.
The new license shall broaden access for additional organizations and provide a contractual vehicle to consolidate CCaR maintenance licenses across other branches of service, thereby increasing efficiency and overall value for the Government.
3.0 CCaR ENTERPRISE SOFTWARE LICENSE, MAINTENANCE AND HELP DESK

Acquisition Domain consists of all organizations that currently use CCaR under previously purchased CCaR Named License Agreements, all organizations required to use CCaR in accordance with DAFI63-101/20-101, Army Reg 70-1, ASA(ALT) SAAL-ZR CFO Operating
Policy Number 13.3 (dtd 1 Jul 24) and any additional organizations whose primary responsibility is to execute RDT&E, Procurement investment dollars and program data. The enterprise maintenance license shall place no limits on the number of Acquisition Domain CCaR users. The license must allow for an unlimited number of users across all DoW components, currently expected to be approximately 24,950 users. Maintenance shall include installing all CCaR software upgrades and patches that are made generally available by the Contractor to its customers.

In addition to live access, the Contractor shall formally submit these tracking and resolution details to the
Government as a deliverable in the Monthly Status Report (CDRL A001). The Contractor shall resolve all trouble tickets within forty-eight (48) hours of receipt for issues that do not require a software maintenance patch.
