About this opportunity

The Defense Contract Management Agency (DCMA) is seeking to procure licenses for a comprehensive web-based business financial capability assessment platform. The successful vendor must provide access to company financial statements, publicly available financial information, industry comparison studies, credit history information, and market analysis data to mitigate the government's risk of poor contract performance. The platform must support 24 concurrent users and offer robust search and analysis capabilities for publicly traded, private, and international companies, including historical financial data spanning a minimum of five years, corporate family trees, credit ratings, bankruptcy and lien information, SEC documents, and industry comparisons. Award decisions will be based on how well the proposed product meets the government's technical specifications, pricing competitiveness, and the vendor's past performance. Prospective vendors must submit preliminary quotes and questions to Contracting Officer Charlene Maneafaiga by April 22, 2026, at 1700 Eastern Daylight Savings Time, with a direct Request for Quote (RFQ) expected to be issued on or around April 30, 2026.

This procurement is a full and open competition with no set-aside designations, and the vendor must demonstrate that their commercial product fully addresses all technical specifications to be deemed acceptable. The contract will require 24 licenses total, structured as 14 subscriptions for DCMAP and 10 subscriptions for EA&M database access on an annual basis. The agreement spans five years, from June 1, 2026, through May 31, 2031, with annual renewal options available for each of the four option years following the base year. No specific budget range or award value is disclosed in the pre-solicitation notice; vendors are responsible for providing unit pricing and extended amounts for each contract line item number (CLIN) during their quote submission. The vendor must also provide 24/7 platform accessibility, maintain telephone technical support from 8 a.m. to 6 p.m. during normal business weeks, and ensure compliance with Section 508 accessibility standards.
