Critical operational requirements include delivery within four business days of order receipt, maintenance of minimum 45-day shelf life at room temperature, 24/7 customer service, and compliance with the Trade Agreements Act and Drug Quality and Security Act of 2013. This is a pre-solicitation notice only, with the full solicitation anticipated to be available on February 3, 2026, and interested parties must be registered in the System for Award Management (SAM) database to participate.

This opportunity is designated as a 100 percent Small Business Set-Aside under NAICS code 325415 with a size standard of 1,300 employees, making it exclusively available to certified small businesses. No incumbent contractor information is provided in this pre-solicitation notice. The contract will be structured as a Firm-Fixed Price award with a six-month base period running from April 1, 2026 through September 30, 2026, followed by four one-year option periods extending through September 30, 2030, for a total potential performance period of approximately four-and-a-half years. While specific contract award values are not disclosed in this pre-solicitation notice, the substantial quantity requirements and extended performance timeline indicate a significant procurement. Offerors must demonstrate a minimum of one year of experience in compound pharmaceutical manufacturing and provide evidence that they can supply all four requested compounds in their entirety, as partial quantities or partial items will not be technically acceptable.
