About this opportunity

This Special Notice announces an Industry Day for the Composite Boat Multiple Award Contract (MAC) IDIQ Pre-solicitation, published by the Naval Sea Systems Command (NAVSEA) on behalf of the U.S. Navy and Foreign Military Sales Boat and Craft Program Office (PMS300). The Industry Day was held on July 10, 2024, via teleconference to brief industry participants on the upcoming composite boat procurement program. The Navy plans to award a 10-year IDIQ MAC contract in FY25 with an estimated contract ceiling value of $650 million for approximately 946 boats. This procurement is designated as a total small business set-aside under NAICS code 336612 (Boat Building). The opportunity encompasses composite boats ranging from 5-20 meters in overall length, including hull types made of fiberglass reinforced plastic, glass reinforced plastic, carbon fiber, and Kevlar, but excluding aluminum and steel hulls.

The primary purpose of the Industry Day was to inform industry stakeholders about the upcoming procurement opportunity and gather feedback to support continued development of the draft solicitation. The Navy plans to release the final solicitation in the first quarter of Fiscal Year 2026, with interested contractors advised to monitor the System for Award Management (SAM) website for updates. The contract will primarily focus on 7m and 11m Rigid Hull Inflatable Boats (RHIBs) and 9m Multi-use Explosive Ordnance Disposal Response Craft (MERC) to support requirements for both the Department of the Navy and international partners through Foreign Military Sales. Participation in the Industry Day was encouraged but not required, and the announcement serves informational and planning purposes only rather than constituting an actual solicitation. The MAC will utilize a flexible delivery order process allowing for competitive pricing and options at each order, with contract performance structured as firm fixed pricing over 5 base years plus 5 option years.
