About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting offers for a ten-year Indefinite Delivery/Indefinite Quantity Multiple Award Contract to procure composite-hull multi-mission boats, including Rigid-Hull Inflatable Boats (RHIBs) ranging from 7 to 11 meters and Explosive Ordnance Disposal Multi-use Expeditionary Response Craft (MERC) vessels. The contract will support annual procurement requirements to fulfill fleet missions and replace boats at the end of their service life, while providing flexibility to procure various sizes and configurations with composite hull structures with or without inflatable hull collars. All proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, with emailed or otherwise transmitted proposals rejected as non-responsive. The solicitation posting date was October 20, 2025, with a proposal due date of December 5, 2025, allowing contractors approximately six weeks to prepare and submit their offers. A recent amendment (A0001) updated specific sections of the solicitation and addressed bidder questions, indicating ongoing refinement of requirements and opportunities for contractor clarification prior to submission.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small businesses as defined by the Small Business Administration criteria for boat building. The contract covers a ten-year period spanning fiscal years 2026 through 2036, ensuring long-term procurement stability for high-volume boat production requirements of the United States Navy. While specific award values are not stated in the solicitation notice, the indefinite quantity nature of the IDIQ contract indicates variable procurement volumes across the performance period. The consolidated acquisition approach is expected to generate substantial orders for 7-meter, 9-meter, and 11-meter RHIBs and related vessels annually, providing significant commercial opportunity for qualified small business contractors. The contracting activity is under the Naval Sea Systems Command within the Department of the Navy, with performance likely centered on supporting Navy fleet operations and maintenance requirements.
