About this opportunity

The National Highway Traffic Safety Administration (NHTSA), an agency within the Department of Transportation, is seeking compliance testing services for motor vehicle brake fluids under Federal Motor Vehicle Safety Standard (FMVSS) No. 116. The contract aims to ensure that brake fluids meet minimum performance requirements for hydraulic brake systems, ultimately reducing vehicle safety failures. Contractors must be registered in the System for Award Management (SAM.gov) and will be responsible for providing qualified technical personnel, facilities, equipment, and comprehensive testing services. The solicitation will be released in January 2025, with proposals expected to demonstrate capabilities in procurement, testing, inspection, reporting, storage, and disposal of test items. Key deliverables will include detailed test data, photographs, videos, test setup information, and observational reports.

The procurement will be a full and open competition under NAICS code 541380 for Testing Laboratories and Services, with an anticipated single Indefinite Delivery, Indefinite Quantity (IDIQ) contract awarded. The contract will have a Firm Fixed Price structure with additional Cost Reimbursement elements covering towing, parts, dealer repairs, child restraints, and battery disposal. The period of performance is set for 66 months, with an expected contract award date in April 2025. No specific set-aside designations are indicated, meaning all qualified contractors can compete. While no incumbent contractor is mentioned, the contract will require extensive technical capabilities in motor vehicle brake fluid testing and comprehensive safety compliance verification. The government will evaluate proposals based on the contractor's ability to meet detailed technical requirements and provide thorough, precise testing and reporting services for NHTSA's vehicle safety compliance mission.
