About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is soliciting quotes for Complex Investigative Techniques Training Instructors to support the Special Agent Basic Training (SABT) program at the ATF National Academy. The contractor must have a minimum of 10 years of law enforcement experience, preferably with a bachelor's degree, and demonstrate expertise in complex investigative techniques including undercover operations, crime gun intelligence strategies, electronic surveillance, and confidential informants. The instructor will deliver training through various methods including classroom lectures, demonstrations, and case studies, with potential involvement in curriculum development and coordination with federal prosecutors. The solicitation uses the Lowest Price Technically Acceptable (LPTA) evaluation method, where technical acceptability will be assessed first, followed by price evaluation of the total contract value including all option years. Questions are due by September 11, 2025, with quote submissions required by 3:00 PM on September 15, 2025, via email to jordan.miller@atf.gov with RFQ number 15A00025Q00000096 clearly displayed.

This procurement is set aside 100% for small businesses under NAICS code 611710 (Educational Support Services) with a size standard of $24,000,000, and no incumbent contractors are mentioned in the solicitation documents. The contract structure will be a Blanket Purchase Agreement (BPA) with a base year and four option years, requiring offerors to submit both full-day and half-day rates for each contract period using the provided pricing template. While specific award values are not disclosed, the government expects contractors to provide competitive daily rates across the five-year potential contract duration. The training services will be performed in Brunswick, Georgia, and may involve local travel as part of the instructor's duties. Contractors must maintain active registration in the System for Award Management (SAM) and will be subject to background investigations, with instructor selection based on factors including availability, rates, geographic location, and positive instructor ratings.
