About this opportunity

This Limited Sources Justification Notice, posted by the General Services Administration (GSA) on December 1, 2025, pertains to a 12-month bridge Blanket Purchase Agreement (BPA) for Complete Facilities Maintenance (CFM) services at three federal locations in Arizona: the John M. Roll U.S. Courthouse and Federal Building in Yuma, and San Luis I and San Luis II Land Ports of Entry. The CFM services encompass management, supervision, labor, materials, equipment, and supplies for operations and maintenance, vertical transportation equipment, custodial services, grounds maintenance, and trash and recycling services at these remote border facilities. The justification for the limited source procurement cites urgent and compelling operational needs driven by significant financial and performance deficiencies with the incumbent contractor, W4 Construction Group, which had accumulated 23 unpaid invoices and encountered critical supplier issues that threatened facility operations and border security. Teya Support Services, LLC was selected as the awarded contractor for this firm-fixed price call order with an estimated total contract value of $2,051,877.66 for the 12-month base period, with a possible 6-month extension available. GSA plans to conduct comprehensive market research and execute a full competitive recompete in Fiscal Year 2026 with an anticipated award in the first quarter of 2027.
