About this opportunity
The U.S. Army Medical Command, through Womack Army Medical Center at Fort Bragg, North Carolina, is soliciting quotes for Complete Blood Count (CBC) testing equipment, analyzers, reagents, and comprehensive support services under Solicitation Number W81K0426QA025. The procurement seeks a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide fully automated CBC analytical systems, slide makers/stainers, digital cell imagers, and all associated reagents, maintenance, training, and technical support on a Cost Per Reportable Result (CPRR) basis. Key requirements include FDA-approved analyzers capable of processing a minimum of 50 tests per hour, performing Complete Blood Count with Differential, reticulocyte counts, and body fluid cell counts, with full compatibility with the MHS Genesis electronic health record system. The Government will evaluate proposals based on technical capability and past performance acceptability, with award to the lowest-priced responsive and acceptable offer. Critical deadlines include February 9, 2026 for submission of questions, and February 23, 2026 at 1:00 PM EST for receipt of proposals, with a validation period running March 1-31, 2026.
This is a full and open competition with no set-aside designation, available to businesses of any size meeting the 1,250-employee NAICS size standard for In-Vitro Diagnostic Substance Manufacturing. The contract will run for five years from April 1, 2026 through March 31, 2031, with an estimated annual workload of 62,500 CBC tests, 1,200 reticulocyte tests, and 360 body fluid tests at the primary Womack Army Medical Center location, plus 12,000 CBC tests annually at each of two additional clinics (Clark Health Clinic and Robinson Health Clinic). The contractor must deliver and install two automated CBC systems, one slide maker/stainer, and one digital cell imager at Womack, with one identical CBC system at each of the two clinic locations. Performance locations are all located at Fort Bragg, North Carolina, and the contractor is responsible for all installation, method validation, emergency repair services (24-hour response for the main hospital, same working day for clinics), preventive maintenance, training for up to 20 technicians, and provision of all consumables and supplies at no additional cost to the Government.
