About this opportunity
The Department of the Army Medical Command is procuring Complete Blood Count (CBC) testing equipment and related services for the Womack Army Medical Center and associated clinics at Fort Bragg, North Carolina. The solicitation requires four CBC integrated analyzer systems, one slide maker/stainer, one digital cell imager, middleware, and two hematology analyzers with blood bank capabilities, along with comprehensive maintenance and service support. Vendors must demonstrate technical capability to meet all statement of work requirements and provide FDA-approved equipment that complies with Clinical Laboratory Improvement Act (CLIA) and College of American Pathologists (CAP) standards, with the ability to interface with the Military Health System Genesis electronic health record system. The evaluation will assess administrative information, past performance references for similar contracts completed within the past three years, technical capability documentation including specific make and model numbers, and pricing submitted through a Cost-Per-Reportable-Result structure. Questions are due by September 10, 2025 at 12 PM EST, with RFQ responses due September 17, 2025, and pricing must be held firm for 90 calendar days.
This procurement operates as an unrestricted, full and open competition despite conflicting information suggesting it may be a Women-Owned Small Business set-aside, structured as a Cost-Per-Reportable-Result Indefinite Delivery Indefinite Quantity contract with a five-year ordering period from November 2025 through September 2030. The equipment will be deployed across four Fort Bragg locations: Womack Army Medical Center, Womack Fort Bragg Blood Donor Center, Clark Health Clinic, and Robinson Health Clinic. Estimated annual testing volumes include 72,000 CBC with Differential tests, 1,200 Reticulocyte tests, and 360 Body Fluid tests at the main medical center, with an additional 12,000 CBC with Differential tests each at Clark and Robinson Clinics. The contract includes training for up to 25 government technicians and requires comprehensive validation studies and quality control measures. Performance will take place at Fort Liberty (formerly Fort Bragg), North Carolina, with installation and ongoing maintenance services required at all four designated medical facilities.
