The contract is a Cost-Per-Reportable-Result (CPRR) Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year ordering period from November 2025 through September 2030. The government requires four CBC integrated analyzer systems, one slide maker/stainer, one digital cell imager, middleware, and two hematology analyzers with blood bank capabilities to be deployed across four locations: Womack Army Medical Center, Womack Fort Bragg Blood Donor Center, Clark Health Clinic, and Robinson Health Clinic.

The solicitation is set aside for Women-Owned Small Business (WOSB) and specifically seeks analyzers capable of performing comprehensive blood testing with high-volume capabilities, including complete blood counts, reticulocyte counts, and body fluid cell counts. The contractor will be responsible for equipment installation, validation studies, maintenance, training for up to 25 government technicians, and ensuring the systems can interface with the Military Health System Genesis (MHSG). The estimated yearly workload varies by location, with Womack Army Medical Center requiring 72,000 CBC w/Differential tests, 1,200 Reticulocyte tests, and 360 Body Fluid tests. The contract emphasizes FDA-approved equipment, comprehensive quality control, and compliance with Clinical Laboratory Improvement Act (CLIA) and College of American Pathologists (CAP) standards.
