About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to provide non-personal Companion Care Services for eligible beneficiaries at the Southern Arizona VA Health Care System (SAVAHCS). The services will cover Cochise, Graham, Santa Cruz, Pinal, Pima, and Yuma Counties in Arizona, focusing on post-procedure care for veterans who no longer require medical supervision but need caregiver observation. Contractors must provide comprehensive services including transportation, personal hygiene assistance, medication reminders, personal care, ambulation support, and meal preparation. Qualification requirements include maintaining licensed and bonded staff with specific credentials such as background checks, drug screening, BLS and CPR certifications, valid Arizona driver's licenses, and required immunizations. The procurement will evaluate contractors on their ability to meet stringent performance standards, including 98% service fulfillment, 95% on-time arrival, and 100% beneficiary safety.
The solicitation is open to all small businesses, with a strong preference for Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). The contract will have a base year with four option years, totaling five years, under NAICS code 624120 with a size standard of $15.0M. Interested vendors must be registered in the System for Award Management (SAM) and submit their detailed response by April 11, 2025, at 10:00 AM PST. Subcontracting limitations are strict, with no more than 50% of the contract amount permitted to be paid to non-similarly situated firms. While specific award values are not disclosed, the comprehensive nature of services and multi-county coverage suggest a substantial contract opportunity for qualified providers who can demonstrate expertise in companion care services for veterans.
