About this opportunity
The Department of the Air Force Headquarters Air Force Academy seeks one Compact Benchtop Mass Spectrometer (CMS) system, with quotes due August 24, 2026 at 10:00 AM MDT. The procurement is set aside 100% for small businesses under NAICS 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees.
Place of performance is Air Force Academy, Colorado 80840. The system must be a research-grade compact benchtop single quadrupole mass spectrometer with Electrospray Ionization (ESI) and Atmospheric Pressure Chemical Ionization (APCI) ion sources, capable of liquid chromatography-mass spectrometry (LC-MS) integration. Dimensional constraints limit the instrument to 11 inches W × 22 inches D × 26 inches H to fit standard laboratory fume hoods. Performance specifications include mass-to-charge range m/z 10 to m/z 2,000, high-speed scanning up to 10,000 m/z units/sec, mass resolution of 0.5–0.7 m/z units (FWHM) at 1,000 m/z units/sec, mass accuracy within 0.1 m/z units, and mass stability within 0.1 m/z units over 30 continuous days. Sensitivity requirements include detection of 100 pg reserpine at 100:1 signal-to-noise ratio in full-scan mode and 10 pg reserpine at 100:1 S/N using Selected Ion Monitoring. The system shall operate on standard North American 110V, 15-Amp electrical service and consume no more than 60 PSI nitrogen gas pressure. The turn-key package includes comprehensive software for unified mass spectrometer and HPLC control, rotary vane vacuum pumping system, diaphragm pump-based exhaust, dedicated workstation, on-site installation, operator training, and 12-month hardware and software warranty.
Offerors must complete the Buy American Certificate (Attachment 03) and submit capability statements or product data sheets via email. Quotes remain valid until September 30, 2026. Evaluation uses a Best Value/Trade-Off process weighing Technical Acceptability, Past Performance (via CPARS and SPRS scores), and Price. Award may be made to other than the lowest-priced offeror. Funds are not presently available; the Government reserves the right to cancel before or after closing with no obligation to reimburse costs.
