About this opportunity

The Drug Enforcement Administration (DEA) has issued a Special Notice regarding a sole source purchase order to Community Anti-Drug Coalitions of America (CADCA) for the agency's participation in the 36th Annual National Leadership Forum scheduled for February 2-5, 2026, at the National Harbor. This acquisition is being pursued as a sole source procurement under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, which permits other than full and open competition when only one responsible source exists to satisfy agency requirements. CADCA is the exclusive sponsor of this national forum and has been determined to be the only entity capable of providing the required services. The Special Notice was posted on January 16, 2026, and carries a response deadline of February 2, 2026. The DEA's participation in this premier substance abuse prevention training and networking event represents an investment in professional development within the prevention field.

The DEA's participation in the CADCA Forum requires a comprehensive conference package valued at a redacted amount, including three DEA-sponsored workshops, ten full conference registrations, exhibit hall space, and a full-page color advertisement in the final program materials for the estimated 3,500-person event. The contract performance period runs from January 1 through April 30, 2026, and is classified as a firm-fixed price purchase order. This procurement falls under NAICS category 611430 (Professional and Management Development Training) and PSC category U009 (Education/Training—General). The CADCA National Leadership Forum serves as the country's premier training and networking platform for substance abuse prevention professionals, making it the sole source venue for the DEA's specialized participation requirements. Since this is a sole source acquisition with no competing vendors capable of meeting the agency's specific needs, no competitive bidding process applies.
