About this opportunity
USAID/Ecuador is seeking a local entity to provide comprehensive communications support services for public outreach and visibility enhancement. The solicitation targets a national-level contract to design, organize, and execute public awareness events, campaigns, and outreach initiatives that amplify USAID's work in Ecuador. The Request for Proposals (RFP) requires contractors to deliver strategic communications support, including marketing, research, analytics, event planning, social media strategy, content creation, graphic design, and media services. A two-phase evaluation approach will be used, with Phase One requiring a 7-page concept note and creative proposal due on February 3, 2025, followed by potential Phase Two detailed technical and cost proposals. Critical dates include a January 9, 2025 deadline for questions, a post-solicitation conference on January 17, 2025, and the final submission deadline of February 3, 2025.
The contract will be awarded without set-aside designations and is specifically restricted to local entities operating in Ecuador, though subcontractor relationships are permitted. The total estimated contract value is US $2,000,000, structured as a Cost Plus Fixed Fee (CPFF) contract with one base year and three optional extension years. Performance will be located in Quito, Ecuador, and the contract falls under NAICS category 516210 for Media Streaming Distribution Services and PSC category R426 for Professional Communications Support. The award will be made to the most responsible offeror providing the best overall value, considering both price and non-price factors. Potential contractors will need to demonstrate expertise in public relations, digital communications, market research, and the ability to effectively support USAID's mission of addressing development challenges in collaboration with government, civil society, and private sector partners.
