About this opportunity
The Department of the Interior US Geological Survey Office of Acquisitions and Grants seeks a single-award, firm fixed-price indefinite delivery, indefinite quantity contract for radio communications site infrastructure construction and modernization, with proposals due September 10 and technical questions due September 3. The procurement is set aside for total small business.
Place of performance spans remote radio communications sites throughout northern and central California supporting the Northern California Seismic Network and ShakeAlert earthquake early warning system, including sites at Palo Escrito, Geyser Peak, Carr Hill, Tassajera Creek, and Williams Hill relays. Work includes HVAC system inspection and replacement, generator and automatic transfer switch maintenance, solar power system servicing, backup battery array upgrades, power distribution system upgrades, earth grounding inspections per Motorola R-56 standards, communications shelter construction and repair, tower construction and inspection, antenna installation and alignment, and coaxial cable routing.
The contract runs five years (November 1, 2026 through October 31, 2031, adjusted per actual award date) with a guaranteed minimum of $100,000 and a maximum ceiling of $2,500,000. Task Orders #1 (Palo Escrito) and #2 (Geyser Peak) will be issued concurrently with basic contract award to fulfill the minimum quantity guarantee and will commence immediately. The Government will establish firm fixed-price labor rates for Electrician/Generator Technician, HVAC Technician, Communication Tower Technician, Certified Tower Climber, Radiofrequency System Engineer, and Structural Engineer categories applied across California without locality-specific adjustments at the IDIQ level.
Contractors must hold all applicable national, state, and local licenses, demonstrate three or more relevant past performances from the past five years, provide proof of tower climbing and safety training, and maintain workers' compensation insurance of at least $100,000, general liability of $500,000 per occurrence, and automobile liability of $200,000 per person/$500,000 per occurrence. Evaluation emphasizes technical capability, management plan, and past performance significantly more than price. Davis-Bacon Act wage determinations and Buy American construction materials requirements apply. NAICS code is 237130; PSC code is Y1PZ.
