About this opportunity

The Department of Justice, Justice Management Division, is procuring an online enterprise subscription to Communications Daily, a publication that provides authoritative information on telecom regulation, legislation, and policy development news. This is a sole-source procurement based on the proprietary nature of the publication, with Warren Communications News identified as the only known source capable of providing this specialized information. The procurement is authorized under 41 U.S.C. 253(c)(1), which permits procurement from a sole source when only one responsible source exists. Contractors must be fully and actively registered in the System for Award Management (SAM.gov) and respond with written documentation, detailed data, and pricing information demonstrating their ability to perform the requirement. Interested parties have fifteen days from the posting date of January 26, 2026, to submit their responses to marla.chesler@usdoj.gov; responses must be submitted in writing, as telephone responses will not be accepted. The Government will use these responses solely to determine whether to conduct a competitive procurement, and a determination to proceed without competition rests entirely within the Government's discretion.

This procurement carries no set-aside designation and represents a potential sole-source award to Warren Communications News, the identified incumbent source. The anticipated contract period of performance is one year, following a standard annual subscription model. No specific budget range or award value is disclosed in the notice. The place of performance is designated as Washington, DC 20530, as this is an online subscription service accessed via internet. The solicitation will not be distributed through the General Services Administration website, and responses will not be formally treated as bids or proposals but rather as informational submissions to inform the Government's procurement strategy decision.
