About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC Hill AFB) is procuring four VIAVI CX200 SiteXpert Communication Service Monitors, a small business set-aside, with quotations due August 21 at 1 p.m. MDT and questions due August 13. This is a firm fixed-price commercial off-the-shelf purchase conducted through GSA eBuy.

Equipment will be delivered to four locations: BAE Systems (Lexington Park, MD); 520th Software Engineering Squadron at Hill AFB (Utah); Filius Corporation (El Paso, Texas); and Fort Dodge CRC Testing (Fort Dodge, Iowa). The systems enable maintenance personnel to perform advanced frequency, power, and modulation analysis for analog and digital Land Mobile Radio (LMR) and Tactical Data Link (TDL) radio systems in field environments.

Each unit must include the CX200-FAMILY Configurator, base unit, external power sensor support modules, 3GHz frequency range extensions, Bird 5017D wideband power sensors, hard transit cases, external battery chargers, lithium-ion batteries, and standard accessories. All systems must comply with TIA-102 Series (APCO P25), ETSI TS 102 361 (DMR), ETSI EN 300 392 (TETRA), ISO 9001:2015 calibration compliance, NIST traceability, and AFI 33-200 information assurance requirements.

Contractor must generate, provide, and affix MIL-STD-130 compliant Item Unique Identification (IUID) tags prior to delivery; costs for IUID compliance must be included in pricing. Remote technical training for up to five technicians per site is the Government's preferred method, though on-site training is acceptable; all training costs must be included in the initial quoted price. Quotations should be submitted to Carlos Michel at carlos.michel@us.af.mil or Wendy Farley at wendy.farley@us.af.mil. NAICS codes are 334515 and 334118; PSC is 6625. Update #2 · Latest ·

Update 8/12/2026  -Questions were submitted for quote clarification and Gov. Responses are being shared.  These clarifications supersedes what is currently listed in the SOW/Notice.  Clarification responses are as follows.

1. Question asked: [Delivery Terms] The RFQ indicates FOB Destination in Block 7, while the SOW states "Delivery shall be FCA Origin Factory." Please confirm which delivery term should be used for pricing.

Gov. Response: Pricing shall be based on FOB Destination, aligning with Block 7 of the RFQ. The Government will clarify the SOW at the time of award to reflect FOB Destination.

2. Question asked: [MIL-STD-130 IUID Tags] The SOW requires MIL-STD-130 compliant IUID tags to be affixed to each CX200 prior to delivery. Are these tags expected to be provided by [Gov.] if we give you the required information, or should we include this cost as part of the quotation?

Gov. Response: The contractor is required to generate, provide, and affix the MIL-STD-130 compliant IUID tags prior to delivery. Please include all associated costs for IUID compliance as part of your quotation.

3. Question asked: [Technical Training]  The SOW requires training for up to five technicians at each of the four delivery locations. Please confirm:

  • Is on-site training required at all four locations, or is remote training acceptable?
  • If remote training is acceptable, is it preferred?

Gov. Response: Remote training is acceptable and is the Government's preferred method for all four delivery locations. On-site training is not required.

4. Question asked: [Training Schedule] If on-site, should training be included in the quoted price, or will it be scheduled and funded separately after equipment delivery?

Gov. Response: While remote training is the preferred method, any costs associated with the remote training (even if offered at no additional charge) must be included in the initial quoted price. Training will not be funded separately after delivery.

There are no other updates to this notices. The due date for quote of 21 Aug 2026 remains unchanged.
