About this file

This is a Justification for an Exception to Fair Opportunity or to Use Brand-Name Restriction document dated August 1, 2017, for a sole-source procurement under GSA Federal Supply Schedule.

The Air Force contracting activity FA8217 is seeking approval to award a firm-fixed-price delivery order for the VIAVI CX200 SiteExpert Communication Service Monitor, a portable test set designed for technicians maintaining communication infrastructure. The estimated procurement value is $150,000, with the award expiring August 31, 2026. The equipment will serve as a direct, form-fit-function replacement for the Control and Reporting Center Program Office's (CRC PO) obsolete legacy radio test sets and will support the transition from analog to digital Land Mobile Radio (LMR) systems. The justification for brand-name restriction under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(c) is based on the fact that the CX200 is the only equipment explicitly tested and qualified by the Air Control Squadron (ACS) to replace the current obsolete test sets. The equipment meets all baseline requirements, including an integrated 1-port Vector Network Analyzer and strict sub-9 pound portability constraints. The Contracting Officer determined the anticipated cost is fair and reasonable through a Statement of Work per FAR 8.405-2 and comparative pricing review on the GSA site. To mitigate future brand-name restrictions, the CRC PMO will compete the requirement among all authorized VIAVI resellers on GSA eBuy and continue monitoring the market for alternative certified platforms. The document is signed by Program Manager Steven "Joel" Adamson, Contracting Officer Wendy Farley, and Approval Authority Wendy Farley, all dated July 9, 2026.
