About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to procure software licenses for the Common Radar Interface Controller (COMRIC), specifically the U.S. Navy Electronic Chart Display and Information System (NECDIS) Radar Interface Communication (RIC) module. The procurement will include both fleet and laboratory licensing for the NECDIS-RIC software module, which serves as the primary navigation plotting system used onboard surface ships and submarines. The system integrates inputs from navigation sensors including GPS receivers to provide real-time positioning, automated safety checking, route planning capabilities, and electronic chart manipulation for safe vessel navigation in both international and restricted waters. NAVSEA plans to use simplified acquisition procedures under FAR subpart 13.106-1 authority for this sole source procurement. The response deadline for interested parties is September 2, 2025, with deliveries expected within 14 days of contract award.
This opportunity is designated as a Total Small Business set-aside, though NAVSEA intends to award the contract on a sole source basis to SSR Engineering, Inc. under a firm-fixed-price arrangement. The software licenses being procured are perpetual and support node-to-node transferability, providing long-term value for the Navy's navigation systems. While specific contract values are not disclosed in this pre-solicitation notice, the procurement falls under simplified acquisition procedures, suggesting a value below the simplified acquisition threshold. The accelerated delivery timeline of 14 days indicates an urgent operational need for these navigation system software licenses. This notice serves primarily to inform industry of the Navy's procurement intent while allowing interested parties to identify their capabilities to respond to the requirement.

The Navy ECDIS is the primary navigation plotting system used onboard surface ships and submarines. The system takes inputs from all available navigation sensors to give the ship an accurate representation of its position to ensure safe navigation. Navy ECDIS interfaces with the Global Positioning System (GPS) receivers and other navigation sensors to give watch-standers a computerized real-time view of the ship’s position and movement on an electronic-chart display. It also provides automated safety checking and the capability for route planning. Enables users to display, update and manipulate electronic charts, perform route planning, monitor safe navigation of the vessel, navigate in international waters and conduct piloting in restricted waters. Navy ECDIS provides the ability for a ship to enter a navigation plan that, when activated, uses the position sensor data to provide real time position-keeping, navigation plan monitoring, and safety-checking.
