About this opportunity
The Department of the Army Materiel Command Contracting Command Orlando Contracting Center has issued a Request for Information (RFI) seeking industry input on a Common Network Solution for OCONUS Combat Training Centers - Instrumented Live Training (OCTC-ILT). This Special Notice, posted on August 12, 2025, is specifically focused on developing network capabilities for two primary locations: the Joint Pacific Multinational Readiness Center (JPMRC) in Hawaii and the Joint Multinational Readiness Center (JMRC) in Germany. The effort aims to integrate Synthetic Training Environment (STE) Live Training System (LTS) Increment 1 devices into existing training infrastructure. The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) is leading this initiative to enhance combat training capabilities at overseas locations. This is an information-gathering exercise only and does not constitute a formal solicitation for proposals or services.
The purpose of this RFI is to conduct market research, assess technical viability, and explore industry capabilities to inform future acquisition strategies for a network solution supporting up to 4,000 instrumented participants across training areas ranging from 20x40 to 60x60 kilometers. Contractors must submit responses by September 10, 2025, electronically to the designated point of contact, with submissions limited to eight pages maximum. The government seeks recommendations for network approaches, end-user devices that can connect STE-LTS and existing MILES devices, and rough order of magnitude cost estimates for a system requiring 98% uptime. Foreign-owned, controlled, or influenced firms are advised that security restrictions may apply that could preclude their participation in this effort. The network solution must be flexible, reliable, and transportable to operate in diverse and potentially austere environments with limited infrastructure, with potential expansion to allied nations in Europe and the Pacific.
