About this opportunity

The U.S. Army Portfolio Acquisition Executive (PAE) Fires issued a Request for Solutions Brief (RFSB) for the Common Autonomous Multidomain Launcher (CAML) Munitions Pallet (MP) Prototyping and Integration effort on February 26, 2026. This Special Notice announces the Army's intent to award one or more Other Transaction Agreements for Prototype (OTAP) under 10 U.S.C. 4022 to develop autonomous capabilities for multiple missile variants. The opportunity is open to U.S.-based companies that possess the facility and infrastructure necessary to process and store SECRET-level classified information and hardware. The initiative seeks to advance the integration of autonomous weapons systems across the Fires portfolio, representing a significant modernization effort within the Department of Defense.

The primary objective of this RFSB is to solicit innovative solutions for four distinct MP variants: Tomahawk, PAC-3/Missile Segment Enhancement (MSE), Indirect Fire Protection Capability (IFPC) AIM-9X, and Guided Multiple Launch Rocket System/Precision Strike Missile (GMLRS/PrSM) pod. Eligible contractors must submit a concise Solutions Brief not exceeding ten pages by April 7, 2026 for the Tomahawk variant or April 15, 2026 for other variants, along with rough order of magnitude pricing. The government will conduct a competitive three-phase evaluation process consisting of Solutions Brief review, optional oral presentations by May 12, 2026, and either emulation events or direct Request for Prototype Proposal invitations. Evaluation criteria prioritize contractor experience with similar missile integration and autonomous systems, followed by technical approach, facility qualifications, schedule realism, intellectual property restrictions, and cost reasonableness, with experience weighted as the most significant award factor across all variants.
