About this opportunity
The National Aeronautics and Space Administration Shared Services Center has published a Special Notice seeking commissioning and service of the HYPERFIRE system to support Human Landing System (HLS) Plume Surface Interaction (PSI) testing. NASA/NSSC intends to issue a sole source contract to Purdue University under FAR 13.106-1(b)(1)(i), having determined that Purdue University is the sole provider capable of performing this work. The procurement will be managed by NASA/NSSC, with performance taking place at NASA Stennis Space Center. The government intends to acquire commercial items and services under FAR Parts 12 and 13. The primary objective of this Special Notice is to provide interested organizations an opportunity to demonstrate capabilities and qualifications that could support competitive bidding rather than the proposed sole source award to Purdue University. All submissions of capabilities and qualifications must be submitted in writing to the identified point of contact no later than 4:00 p.m. Central Standard Time on February 9, 2026, with no oral communications accepted in response to this notice. Any organization interested in performing the commissioning and service work for the HYPERFIRE system is eligible to submit documentation. The work involves proof testing of components, acquiring and installing specified hardware including pressure regulators and thermal insulation materials, providing technical support to Langley Research Center personnel, and delivering updated system drawings and operating procedures by contract end on April 30, 2026. The government reserves the right to conduct a full and open competition if viable alternatives are demonstrated through submitted responses.

NASA/NSSC has a requirement for Commissioning and Service of HYPERFIRE for HLS PSI Testing.
NASA/NSSC intends to issue a sole source contract to PURDUE UNIVERSITY, 2550 Northwestern AVE #
1100, West Lafayette, Indiana 47906 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that
PURDUE UNIVERSITY is the sole provider of Commissioning and Service of HYPERFIRE for HLS PSI
Testing.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Stennis Space
Center (SSC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures
prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 611310.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:00 p.m. Central Standard Time on 2/9/2026. Such
capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government not to compete this proposed effort on
a full and open competition basis, based upon responses to this notice, is solely within the discretion of the
government.
Oral communications are not acceptable in response to this notice.
