This is a Statement of Work for the commissioning and service of the HYPERFIRE system to support NASA's Human Landing System (HLS) Plume Surface Interaction (PSI) testing program. The work will be performed at Langley Research Center (LaRC) during fiscal years 2025-2026, with a performance period extending from the date of award through April 30, 2026.

The contractor is responsible for proof testing of fittings, gauges, and transducers, and acquiring and/or installing specified components including pressure regulators, cylinder heater blankets, rupture disks, heater controllers, high-temperature heat tapes, machinable glass-ceramic and flexible graphite thermal insulation, and seal ring blanks. Additional responsibilities include ongoing support of programmatic and technical meetings with LaRC personnel and travel to LaRC for system commissioning and on-site servicing. Deliverables consist of all hardware with quality assurance documentation and updated versions of HYPERFIRE drawings, diagrams, schematics, operating procedures, and CAD files reflecting the requested modifications. Hardware must be installed and operational at LaRC as soon as practical and no later than contract end. The contractor must furnish all equipment and materials for testing, provide one month advance notice prior to any testing activities, and fully cooperate with government representatives and the Contracting Officer's Representative to enable inspection and witnessing of all work and testing at any time during fabrication and upon completion.

Statement of Work:

Commissioning and Service of HYPERFIRE for HLS PSI Testing

Purpose: NASA’s Human Landing System (HLS) program will conduct subscale Plume Surface Interaction (PSI) testing at Langley Research Center (LaRC) in FY 25-26. Tests will require heated ethane propellant for inert simulation of rocket plume aerodynamics. This effort will ensure NASA’s existing HYdrocarbon Propellants Enabling Reproduction of Flows in Rocket Engines (HYPERFIRE) system satisfies HLS operational objectives.

Scope: The HLS PSI ground test project has requested several component evaluations, replacements, and general additions to project scope beyond what is covered prior HYPERFIRE-related contracts, including:

Proof testing of fittings, gauges, and transducers.

Acquisition and/or installation of:

o Pressure regulators o Cylinder heater blankets o Rupture disks o Heater controllers o High-temperature heat tapes.

o Machinable glass-ceramic and flexible graphite thermal insulation o Seal ring blanks

Ongoing support of programmatic and technical meetings with LaRC personnel

Travel to LaRC to commission and service the HYPERFIRE system

The contractor will be responsible for satisfying these requests.

Deliverables:

All aforementioned hardware and any relevant quality assurance documents.

Updated versions of all HYPERFIRE drawings, diagrams, schematics, operating procedures, and CAD files reflecting the requested changes.

Deliverables Schedule: Hardware shall be installed and/or operable in the HYPERFIRE system at LaRC as soon as practical and no later than end of contract. Contractor personnel shall also be prepared to provide on-site service to the HYPERFIRE system as necessary.

Performance Period: Date of award – April 30, 2026

Quality Assurance: The Contract Administrator and government reserve the right to inspect all work at all times during and upon completion of fabrication and to witness any or all tests. The contractor shall cooperate fully to enable the COR or government designated representative to be present at the performance of any or all tests and any other activity as specifically requested. The contractor shall furnish all equipment and materials for all tests except where stated otherwise. The contractor shall notify the COR one month prior to performance of any and all tests.
