About this opportunity

The Department of Defense Office of Strategic Capital announced a Commercial Solutions Opening (CSO) on May 1, 2025, to acquire innovative component-level technologies critical to national security through a ten-year framework solicitation. The CSO is open to all vendors, including commercial companies with little or no defense marketplace experience, nontraditional defense contractors, small businesses, and nonprofit research institutions; foreign-owned firms may participate subject to International Traffic in Arms Regulations and Export Administration Regulations compliance and notification to the contracting officer. The CSO operates under dual statutory authority (10 U.S.C. § 3458 and § 4022) and can result in both FAR-based firm-fixed-price contracts and non-FAR Other Transaction prototype agreements. The government solicits white papers (maximum ten pages) in response to separately posted Areas of Interest, with papers evaluated on relevance to the AoI, technical merit, schedule feasibility, and innovation potential. White papers rated Recommended advance to Phase 2, where selected contractors receive either a Request for Proposal or Request for Prototype Proposal and negotiate awards; the government may select any number of white papers to proceed and reserves the right to award all, part, or none of proposals. Submissions require active SAM registration with a Unique Entity Identifier and potentially a CAGE code. White papers and all submissions must be unclassified and submitted electronically and are protected under confidentiality statutes.

Update #3 · Latest ·

The Department of Defense (DoD) Office of Strategic Capital (OSC) mission is to attract and scale private capital to technologies critical to the national security of the United States. OSC will use loans and loan guarantees in partnership with other federal departments and agencies to crowd in capital for component-level technologies.

OSC focuses on strategic capital needs where public support is required to attract private investment, especially for critical component technologies not always addressed by direct procurement. Specifically, OSC focuses on component-level technologies with broad commercial applications that are relevant to the national security of the United States, its allies and partners.

For additional information on OSC’s mission, please review our Investment Strategy at: https://www.cto.mil/osc/investment-strategy/

Through this Commercial Solutions Opening (CSO), OSC seeks to create opportunities for commercial companies with little or no ties to the defense marketplace and to create public sector revenue streams while disrupting the flow of critical technologies to our adversaries.

In order to accommodate solutions OSC has not yet contemplated, this CSO provides the framework for OSC to acquire innovative solutions to execute its mission through broad areas of interest (AoI).

This CSO is solicited pursuant to 10 United States Code (U.S.C.) Section (§) 3458 and/or 10 U.S.C. § 4022 and can result in both Federal Acquisition Regulation (FAR)-based contracts or non-FAR-based agreements. Under the authority in 10 U.S.C. § 3458 OSC seeks to acquire an innovative technology or an innovative means or method to accomplish an objective, leveraging contracts issued under the authority of the FAR to fulfill the goals of this CSO. Under authority of 10 U.S.C. § 4022, OSC seeks to partner with nontraditional and traditional defense contractors and nonprofit research institutions to carry out prototype projects directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the DoD, or the improvement of platforms, systems, components, or materials in use by the armed forces.
