About this opportunity
The General Services Administration (GSA) Federal Acquisition Service issued Commercial Solutions Opening (CSO) solicitation 47QRAB25R0002 to procure an innovative, end-to-end commercial payments platform with associated products and services for a pilot project covering GSA's internal purchase, travel, and fleet business lines. The solicitation seeks partners to provide comprehensive charge card and commercial payment management services, including issuance, payment systems, fraud analytics, data mining, and information security capabilities. GSA specifically welcomes innovative commercial solutions from non-traditional government contractors and start-up companies that may not currently conduct business with the government. The procurement follows a two-phase evaluation process, with Phase I requiring Written Solution Briefs due by August 8, 2025, at 7:00 PM ET, and Phase II involving detailed Final Contract Solutions for selected offerors. Evaluation criteria focus on the solution's innovation, technological approach, spend management capabilities, customer service and training, transition planning, and the offeror's relevant experience and capabilities. Questions regarding the solicitation must be submitted to the contracting officer, Nichole Ammon, at nichole.ammon@gsa.gov and spcard@gsa.gov by July 9, 2025, at 7:00 PM ET.
No set-aside designations apply to this procurement, and GSA anticipates awarding one solution per business line (purchase, travel, and fleet) with a contract period of performance not exceeding two years, beginning around October 2025. The pilot will operate at no direct cost to the government, with GSA earning potential refunds based on spend volume, following the existing SmartPay program model. Anticipated annual spend volumes are estimated between $5 million and $25 million per business line across the selected GSA internal accounts participating in the pilot. The contract period includes approximately one year for transition activities and one year for transaction processing under the selected provider(s). Place of performance is Washington, DC, with all efforts conducted in accordance with strict cybersecurity and compliance requirements, including potential FedRAMP authorization within one year of contract award and Tier 2 background investigations for relevant personnel. As of February 11, 2026, GSA announced a strategic shift to prioritize the government-wide transition to the next generation of the GSA SmartPay program, focusing on scalable, enterprise-wide payment solutions.
