About this opportunity
The Mission Installation Contracting Command, Fort Campbell intends to procure one commercial sludge truck on a Total Small Business Set-Aside basis using a Hybrid Oral Solicitation under RFO 12.201(d), with oral quotation contact scheduled for 11 September 2026. The Government will not post a formal written RFQ to SAM.gov; instead, interested small business vendors must review the Salient Characteristics document and await telephone or email contact from the Contracting Officer on the scheduled date to provide oral price quotes, confirm delivery timelines, and verify specific make and model.
The vehicle is a dual-compartment waste fluid collection truck built on a newer model year severe-duty chassis with Gross Vehicle Weight Rating between 52,000 and 60,000 lbs. The cargo tank must provide 3,500 to 4,000 total U.S. gallons in dual-compartment configuration: front compartment of 2,700 to 2,900 gallons for waste oil and rear compartment of 800 to 1,000 gallons for glycol/antifreeze. The tank shall be constructed to DOT 406 specifications using minimum 1/4-inch marine-grade aluminum with 100% continuously welded heads and bulkheads, dual full-length U-shaped aluminum subframe channels, and minimum two 20-inch manways. The dual-fluid distribution system requires a PTO-driven positive displacement rotary gear pump with 5-function, 2-compartment manifold capable of loading via filtration, pressurized unloading, gravity discharge, external fluid transfer, and cross-compartment transfer. Advanced electronic safety systems include automated overfill prevention interlock, emergency shut-off switches, and 2-compartment intrinsically safe digital tank level indicator with real-time gallon-accurate cab display. The severe cold weather package includes dedicated pump compartment heating, minimum 1,000-Watt commercial-grade power inverter, electric heater capacity of minimum 120V/1.5 kW, and auxiliary fan-heater output of minimum 16,000 BTU. Award will be issued as a formal written Purchase Order to the small business concern offering the lowest price for a technically acceptable vehicle available within the required delivery timeline.
