About this opportunity
The Drug Enforcement Administration is seeking qualified vendors for commercial roof replacement at its Fort Worth, Texas facility and intends to solicit this requirement with a response deadline of September 30, 2026 for the Sources Sought notice. The procurement is unrestricted to small business unless fewer than two capable small business concerns submit capabilities packages by the deadline, in which case the requirement may proceed under full and open competition.
The work entails replacing approximately 125,630 square feet of deteriorated single-ply EPDM roofing with an 80-mil, scrim-reinforced, thermoplastic polyolefin (TPO) membrane in reflective white color, fully adhered with two layers of 2.5-inch polyisocyanurate rigid insulation board. The roofing system must be rated Class 1-90 per FM P7852, designed for 90 mph wind speed per ASCE 7-05, and comply with FM 4470, FM P7852, UL 790, ASTM C 1549, and ASTM E 108. The contractor must complete work within 160 calendar days of Notice to Proceed, with commencement required within 30 days. The new roofing system must include a 20-year material warranty with a 20-year No Dollar Limit weathertightness warranty and a 2-year System Installer Warranty, all provided directly to the Government.
All contractor personnel must undergo DEA security vetting and background investigation prior to site access, with clearance approval taking up to 72 hours. The contractor must supply two full-time and one alternate escort personnel for facility coordination and security compliance. Work is performed during normal facility hours (7:30 a.m. to 4:30 p.m., Monday through Friday) with no work on federal holidays, and must be made weather-tight at the end of each day. Payment will be issued through performance-based payments per FAR 52.232-32, with final payment issued within 30 days of invoice receipt, inspection, and acceptance. The Government prohibits assignment of claims under FAR 32.803(b), preventing contractors from utilizing commercial financing or accounts-receivable factoring for contract receivables or progress payments. This is a new requirement with no incumbent contractor. Vendors must submit capabilities packages via email to Teresa Roshau-Delgado at FACN.Proposal.Submission@dea.gov by 10:00 a.m. Eastern Time on September 30, 2026.
