About this opportunity
USTRANSCOM is conducting market research through RFI TRANSCOM27C001 to identify CARB-approved commercial passenger airlift carriers operating under FAA Part 121 or Part 135 for recurring, turn-key passenger operations, with responses due by 16:00 CT on November 13, 2026. No set-aside is used. Written questions are due to the point of contact by 16:00 CT on November 9, 2026. The RFI is for market research only, does not commit the government to award, and USTRANSCOM will not reimburse response costs.
The anticipated routes are Honolulu, HI (PHNL) to Wake Island Airfield (PWAK), carrying up to 39 passengers at two round trips per month (24 annually), and PHNL to Kwajalein Atoll (PKWA), carrying up to 12 passengers at two round trips per month (24 annually). Missions must carry passengers, baggage, Government-furnished weapons, and small-arms ammunition (Hazard Class 1.4S) on the same aircraft simultaneously. An optional combined routing, PHNL-PWAK-PKWA-PHNL, is evaluated for operational and fuel efficiency.
Respondents must address ETOPS capability, proposed aircraft with tail numbers, austere ground servicing strategies, and self-sufficiency at PWAK and PKWA, where Government-furnished ground support is minimal or unavailable. Pricing inputs include rough order of magnitude figures for block hours and round-trip rotations, both with and without fuel, along with fuel consumption metrics. Responses are limited to 12 pages, excluding cover pages and transmittal letters, and include a concept of operations narrative of 500 words maximum. Submissions go by email to Contract Officer Brenda Marshall (brenda.l.marshall10.civ@mail.mil, 618-817-9385).
