About this file

This is a Request for Information (RFI) document issued by United States Transportation Command (USTRANSCOM) for market research purposes regarding commercial passenger airlift services. USTRANSCOM seeks to identify Commercial Airlift Review Board (CARB)-approved carriers operating under FAA Part 121 or Part 135 authority capable of supporting recurring, turn-key passenger transportation operations between Daniel K. Inouye International Airport in Honolulu, HI (PHNL), Wake Island Airfield (PWAK), and Bucholz Army Airfield at Kwajalein Atoll (PKWA). The anticipated requirement includes two recurring mission profiles: PHNL-PWAK-PHNL supporting up to 39 passengers with two round trips monthly (24 annually), and PHNL-PKWA-PHNL supporting up to 12 passengers with two round trips monthly (24 annually). Missions must accommodate passengers, baggage, Government-furnished weapons, and small-arms ammunition (Hazard Class 1.4S) on the same aircraft simultaneously. A combined routing option (PHNL-PWAK-PKWA-PHNL) is permissible if proposed as a more efficient single-rotation solution.

Respondents must provide detailed information including company profile, CARB approval status, FAA operating authority, proposed aircraft with tail numbers, ETOPS capability, rough order of magnitude (ROM) pricing for block hours and round-trip rotations with and without fuel, fuel consumption metrics, commercial in-flight services, austere ground servicing strategies for remote airfields, and a concept of operations narrative (500 words maximum). Respondents should address self-sufficiency at PWAK and PKWA where Government-furnished ground support is minimal or unavailable. Responses are limited to 12 pages (excluding cover letters and title pages) and must be submitted via email to Contract Officer Brenda Marshall (brenda.l.marshall10.civ@mail.mil, 618-817-9385). The RFI was released November 1, 2026, with questions due by 16:00 CT on November 9, 2026, and responses due by 16:00 CT on November 13, 2026. This RFI is for market research only and does not constitute a commitment to award a contract; USTRANSCOM will not reimburse response costs. The anticipated North American Industry Classification System (NAICS) codes are 481111 and 481211, with a small business size standard of 1,500 employees.

1. RFI Overview

United States Transportation Command (USTRANSCOM) is conducting market research to identify CARB-approved commercial passenger airlift carriers capable of supporting recurring operations between Daniel K. Inouye International Airport, Honolulu, HI (PHNL); Wake Island Airfield (PWAK); and Bucholz Army Airfield, Kwajalein Atoll (PKWA).

The mission requires the transportation of passengers, baggage, Government-furnished weapons, and small-arms ammunition (Hazard Class 1.4S).

Anticipated Recurring Missions

· PHNL–PWAK–PHNL: Up to 39 passengers (including weapons/ammunition) | 2 round trips per month (24 annually)

· PHNL–PKWA–PHNL: Up to 12 passengers (including weapons/ammunition) | 2 round trips per month (24 annually)

· Combined Routing (PHNL–PWAK–PKWA–PHNL): Allowed if proposed as a more efficient single-rotation solution.

This announcement constitutes an RFI for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. 2.3. Anticipated Award Timeline

TBD and not guaranteed

3. Information Requested

Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than 12 pages). Title pages and cover letter will not count against the page limit. Respondents are highly encouraged to submit a tailored response rather than a generic capability statement that fails to provide information relevant to this request.

3.1. Company Information

Provide the company profile information as structured in Section 3.4.

3.2. Business Size

The anticipated North American Industry Classification System (NAICS) for this request is 481111 (Scheduled Passenger Air Transportation) and 481211 (Nonscheduled Chartered Passenger Air Transportation). The Small Business Administration’s small business size standard for this NAICS is 1,500 employees. Based on this NAICS, identify your business size as a LARGE or SMALL business. If a small business, identify any of the following socio-economic categories that apply to your business under this NAICS: Historically Under-utilized Business Zones (known as “HUBZone”), Service-Disabled Veteran-Owned, Veteran-Owned, Small Disadvantaged Business, 8(a), Women-Owned, or Economically Disadvantaged Women-Owned.

3.3. Who We’re Looking For

USTRANSCOM highly encourages responses from capable businesses of all sizes, including large and small business concerns and all socioeconomic categories.

3.4.4 Commercial In-Flight Services & Austere Ground Servicing OPERATIONAL NOTICE & GROUND SUPPORT DISCLAIMER: Daniel K. Inouye International Airport (PHNL) serves as the primary commercial hub where standard commercial ground handling and servicing are readily available. At Wake Island Airfield (PWAK) and Bucholz Army Airfield (PKWA), Government-Furnished Supplies, Services, and Equipment are strictly limited or unavailable. Respondents must assume minimal to no organic Government turnaround capability (e.g., no automated lavatory dumping, potable water uplifts, or commercial aircraft cleaning). Proposed aircraft and operating concepts must demonstrate self-sufficiency or identify minimal required ground-support equipment (GSE) for turnaround operations at PWAK and PKWA.

A. Baseline In-Flight Passenger Amenities Identify standard commercial passenger services included within your proposed base flight-hour rates:

[Yes / No]

3.4.5 Concept of Operations & Efficiency Narrative

In 500 words or less, please provide a brief narrative describing:

1. Payload Execution: Confirmation that the proposed aircraft can carry the maximum passengers, baggage, weapons, and Hazard Class 1.4S ammunition simultaneously without payload or fuel-capacity restrictions.

2. Operational Efficiency: Your recommended routing structure (separate rotations vs. combined routing or other organic solution) to minimize block hours and taxpayer costs.

3. Turnaround Self-Sufficiency & AOG: Explain your operational plan for managing quick turnarounds at PWAK/PKWA without standard commercial ground support equipment and detail your primary recovery concept if an Aircraft-on-Ground (AOG) event occurs at either remote island.

4. Other Important Information

Please list existing contract vehicles available for use in procuring this requirement, to include Federal Supply Schedules, GSA Governmentwide Acquisition Contracts, DoD Indefinite Delivery Indefinite Quantity contracts (known as “IDIQs”), or any other Government Agency contract vehicles. (This information on available contract vehicles is for market research only and does not preclude your company from responding to this notice.) Please list any existing contracts you have which could be used for this potential procurement.

Provide suggestions, alternative operational models (e.g., combi passenger/cargo configurations, specialized commuter airframes), or technologies that would reduce Government operating costs while ensuring passenger safety and mission reliability.

5. Conclusion

USTRANSCOM would like to thank you for taking the time to review this important RFI, and we look forward to reviewing your response.
