About this opportunity

The National Institutes of Health's National Institute on Drug Abuse (NIDA) has published a Special Notice requesting information on commercial off-the-shelf (COTS) procurement software systems for processing federal government task/delivery orders under indefinite-delivery, indefinite-quantity (IDIQ) contract vehicles. This Special Notice is not a solicitation for proposals, but rather an effort to obtain knowledge and information for project planning purposes.

The purpose of this Special Notice is to gather information on the availability and features of COTS procurement software systems that support various aspects of the FAR-based task ordering process, including requirements development, solicitation, evaluation, award, and contract administration. NIDA is interested in understanding the billing models, implementation timelines, and integration capabilities of these systems, as well as identifying any features that would require custom modifications. The Special Notice is open to all interested parties, with no set-aside requirements, and the information provided may be used to develop a future solicitation, although responses to this notice will not be considered adequate responses to a solicitation.
