About this opportunity
NASA's Johnson Space Center has issued a Special Notice regarding the Commercial Low Earth Orbit Development Program (CLDP) Phase 2 acquisition strategy for commercial low-earth orbit destinations. This notice does not constitute a commitment by NASA but rather serves as an industry update to communicate the agency's evolving acquisition approach as it plans for the retirement of the International Space Station by the end of the decade. The CLDP is a multiphase strategy designed to spur private industry development of new low-earth orbit space destinations and supporting systems, including in-orbit destinations, visiting vehicles, launch vehicles, and ground systems. NASA is currently developing requirements for Commercial LEO Destination (CLD) capabilities that will safely support NASA astronauts and spaceflight participants in low-earth orbit on commercially owned and operated space systems. This notice invites industry feedback to help NASA refine its Phase 2 acquisition strategy.
The primary purpose of this Special Notice is to solicit written questions and comments from industry to support NASA's development of its Phase 2 acquisition strategy for commercial LEO destinations. Industry stakeholders are required to submit all questions and comments electronically to Rogelio Curiel at rogelio.curiel-1@nasa.gov by 5:00 PM EST on January 10, 2025, with reference to "80JSC025CLDPacquisitionUPDATE2024DEC" in any submission. NASA plans to award FAR Part 15-based contract(s) with potential for multiple awards, requiring contractors to achieve Minimum Initial Operating Capability by December 2029 and Full Operating Capability by December 2031, with continuous presence of at least two NASA astronauts in low-earth orbit by 2031. A draft RFP is planned for June 2025 with anticipated award in Summer 2026, and NASA intends to conduct a Requirements and Safety Workshop in late January 2025 followed by an Industry Day in March or April 2025. While there are no explicit set-aside provisions noted, the notice indicates that NASA will evaluate proposals based on commercial viability and past performance, with additional details to be provided in the forthcoming Draft RFP.

This is a Special Notice and does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) will take action in this matter.
Background:
As NASA plans for the retirement of the International Space Station at the end of the decade, the ability of private industry to take on the task of providing routine utilization of low-Earth orbit (LEO) and maintaining a continuous U.S. presence in space is of vital importance to both NASA and U.S. goals.
In a multiphase strategy, the Lyndon B. Johnson Space Center’s (JSC) Commercial Low-Earth Orbit Development Program (CLDP) is helping to spur the development of new low-Earth orbit space destinations and supporting systems from private industry. These systems may include end-to-end services such as the in-orbit destination, visiting vehicles, and supporting launch vehicles and ground systems.
NASA is currently developing requirements for Commercial LEO Destination (CLD) capabilities to safely support operations of NASA astronauts and spaceflight participants in LEO on a commercially owned and operated space system. See the links here for additional information: https://www.nasa.gov/leo-economy/low-earth-orbit-economy/ and NASA's Low Earth Orbit Microgravity Strategy.
Purpose:
NASA’s CLDP is providing an industry update per the attached presentation slides to communicate the CLD’s Phase 2 acquisition strategy. Industry is invited to provide input in the form of written questions and/or comments to support NASA’s evolving acquisition strategy and enable NASA to refine and mature the Phase 2 acquisition strategy. All questions/comments must be submitted electronically via email to Rogelio Curiel at rogelio.curiel-1@nasa.gov no later than 5:00pm EST on Jan 7, 2025. Please reference "80JSC025CLDPacquisitionUPDATE2024DEC" in any response. Telephone questions will not be accepted. NASA expects to provide additional information in the form of questions and answers; therefore interested parties should note that any questions submitted and their corresponding answers will be posted on this website on a non-attributable basis.
NASA plans to provide additional opportunities to communicate to Industry and intends to hold future acquisition strategy briefings. The next acquisition briefing is tentatively planned the week of Jan 13, 2025 (additional details are forthcoming and will be posted on SAM.gov).
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.
