About this file
This is an industry acquisition update presentation from NASA's Commercial LEO Development Program (CLDP) outlining plans for Phase 2 of the Commercial LEO Destination (CLD) certification and services procurement. The presentation details NASA's strategy to transition from International Space Station operations to commercial LEO destinations, with a requirement for continuous presence of two NASA astronauts in LEO by 2031.
Key details include: NASA will initially provide transportation for missions while transitioning to CLD end-to-end services over time; CLD providers must achieve Minimum Initial Operating Capability by December 2029 (supporting 1-3 month missions) and full capability by December 2031 (supporting 6-month missions); providers will develop, own and operate their destinations with NASA support through RSAAs/GTAs; a draft RFP is planned for June 2025 with award in Summer 2026; and NASA will conduct Requirements/Safety workshops in January 2025 and additional industry engagement on topics like legal requirements, liability, Minimum IOC, and evaluation criteria. The strategy includes separating CLD and transportation contracting initially, increasing GTA/GFE/RSAA offerings to reduce provider risks, and allowing evolutionary capability development approaches to prevent gaps in LEO presence during ISS transition.

Baseline Acquisition Strategy
•:• NASA intended to purchase end-to-end mission services from the commercial owner/operator of the CLO, including:
- Crew pre-flight and on-orbit training
- Pre- and post-flight payload processing
- Crew and cargo transport to and from the CLO
- In-flight accommodation and support for crew, payloads , activities , studies , and technology demonstrations, etc.
•:• The goal of this approach was to maximize CLO partner involvement and their ability to support NASA's and their other customers' needs while NASA concentrates on ensuring crew safety and NASA mission objectives are completed
- NASA insight and oversight included joint mission authority for the safety of NASA crew and the execution of NASA research considered draft and subject to change e_rior to final RFP ~e.l.ease -.,, 3 s considered draft and subject to change prior to final RF:P rel.ease.. 4~
