About this opportunity

NASA Johnson Space Center is preparing to procure design, development, build, and operations services for a Commercial Low Earth Orbit Destination system to succeed the International Space Station, with final RFP release anticipated in late August 2026 and proposals due approximately 60 days thereafter, contract award expected early Spring 2027. This is a Multi-Award IDIQ with Firm-Fixed-Price task orders; NASA intends to award CLIN 1 (Initial Development) to a minimum of two providers with a minimum $100 million buy each at contract award. Solicitation number is 80JSC026R0021.

The draft RFP comment deadline is July 27, 2026 at 8:00 a.m. Central Time. Comments must be submitted electronically to Ashley Chaves at jsc-cldc@mail.nasa.gov referencing 80JSC026R0021 DRFP. NASA has posted multiple rounds of industry Q&A clarifications (Part 1, Part 2, and September 21 updates) and a public interested parties list identifying 51 organizations engaged with the opportunity.

Work is performed primarily at contractor facilities, though some work may be performed at NASA centers under Government Collaboration Agreements; NASA is offering up to 20 NASA personnel at no cost to support collaboration. Contractors must obtain and maintain National Security Facility Clearance Levels up to TOP SECRET and provide personnel with SECRET/TOP SECRET clearances. The contract runs 8 years from effective date plus four option periods (2 years, 2 years, 2 years, and 1 year) for a total ordering period of 15 years. NAICS code is 336414 (Guided Missile and Space Vehicle Manufacturing) with small business size standard of 1,300 employees.

The Commercial LEO Destination System comprises three primary subsystems—Crew Transportation System, Commercial LEO Destination, and Cargo Transportation System—supporting minimum crew of four including at least two USG crew members. Contractor responsibilities span design, manufacturing, testing, launch, deployment, demonstration, final certification, and operational missions with end-to-end services including transportation, habitability, training, operations, utilization support, and medical operations. NASA retains first right of refusal for at least 70 percent of available cargo capacity and the crew commander role on each mission. Contract structure includes five CLINs: CLIN 1 (Initial Development DDT&E through Critical Design Review Plus), CLIN 2 (CLD Development, Demonstration & Certification including crewed demonstration with minimum two USG crew), CLIN 3 (Mission Services with three mission types: 30-day sorties, 6-month continuous crew with reduced utilization, and 6-month standard service), CLIN 4 (Pre-Priced Additional Services), and CLIN 5 (Special Studies via task order). Evaluation emphasizes Mission Suitability (1,000 points: Technical Approach 550 points, Management Approach 400 points, Small Business Utilization 50 points), Past Performance, and Price. Proposals must be submitted through NASA's FedRAMP Moderate-certified Enterprise File Sharing and Sync Box.

This notice is issued by the NASA/Johnson Space Center to post draft RFP (DRFP) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

The Commercial Low Earth Orbit Contract will acquire services for a commercially owned and operated Low Earth Orbit (LEO) Destination that can provide safe, reliable, and cost-effective end-to-end services to succeed the International Space Station (ISS). This will ensure NASA has a sustained human presence in LEO for Crew members to perform science and exploration. As part of this service, the Contractor(s) will design, build, and operate the Commercial LEO Destination (CLD)  which covers all aspects of development and certification, including design, manufacturing, demonstration/testing, qualification, production, transportation vehicles, including operational missions (cargo/crew) and utilization activities post CLD certification.

This DRFP is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.

This notice is issued by the NASA/Johnson Space Center to post draft RFP (DRFP) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

The Commercial Low Earth Orbit Contract will acquire services for a commercially owned and operated Low Earth Orbit (LEO) Destination that can provide safe, reliable, and cost-effective end-to-end services to succeed the International Space Station (ISS). This will ensure NASA has a sustained human presence in LEO for Crew members to perform science and exploration. As part of this service, the Contractor(s) will design, build, and operate the Commercial LEO Destination (CLD)  which covers all aspects of development and certification, including design, manufacturing, demonstration/testing, qualification, production, transportation vehicles, including operational missions (cargo/crew) and utilization activities post CLD certification.

This DRFP is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.

DRFP Pre-Proposal Conference:

The DRFP Pre-Proposal Conference for this solicitation will be held on Thursday, July 9, 2026, from 10:00 a.m. to 1:00 p.m. CT via Microsoft Teams. Attendance at the DRFP pre-proposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission. No recordings of any kind are permitted. Participation is limited to a total of ten (10) individuals from each company/team.

One-on-One Meetings:

The Government will offer one-on-one communication opportunities for Prime Offerors and Transportation Providers from Monday, July 13, 2026, through Wednesday, July 15, 2026.

These meetings will be conductedin person at the Gilruth Center with a virtual participation option. The exact meeting location will be provided to companies upon confirmation of their scheduled time slot.

Participation is limited to eight (8) representatives per company/team for in‑person attendance, with additional representatives able to join virtually.

RSVP Instructions

Companies must RSVP for the one-on-one meetings no later than 2:00 PM Central Time on Thursday, July 9, 2026, by emailing jsc-cldc@mail.nasa.gov.
