About this opportunity
The US Marshals Service issued a sole-source justification under FAR Overhaul Part 12 on May 6, 2026, for replacement of an uninterruptible power supply (UPS) battery, capacitor, and fan at its Southern District of Florida facility, with a June 6, 2026 justification review deadline. The UPS, assessed in February 2026, currently operates in Bypass Mode, leaving critical loads—including the control room, cellblock power, detention cell locks, and surveillance systems serving over 3,000 square feet—unprotected against power events. Failure would cause immediate data loss, system corruption, facility blackout, inability to secure or open detention cells, and mission-critical downtime affecting the District Office, Judiciary, and Court operations. The procurement invokes FAR Overhaul Part 6.103-2 for unusual and compelling urgency based on safety and security concerns for the facility and detainees. The single source selected is EOLA Power (UEI: WC4EBR56YXL3) at an estimated value of $60,454.00. Period of performance runs May 1, 2026, through September 30, 2026. Market research was limited due to urgency and existing GSA facility access approvals; the proposed price is determined fair and reasonable under FAR Overhaul Part 15.404-1(b)(4). The justification has been certified by the Technical Point of Contact, Supervisory Contracting Officer, and Contracting Officer.
Notice text
This new action untilizing the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 6.103-2, is to replace the uninterruptable power supply (UPS) battery, capacitor and fan located in the United States Marshals Service Southern District of Florida facility.
The UPS was assessed February 2026, and it was determined that a full battery replacement, full capacitor and fan replacement is required. This repair must be completed immediately, as currently UPS is in Bypass Mode and the load is not protected, which will cause load drops and loss of data integrity during any upcoming power events or outages.
Anticipated Period of Performance:
May 1, 2026, to September 30, 2026
This notice is in accordance with RFO Part 6.301. See attached document for further details.
