About this opportunity
The US Air Force United States Air Forces in Europe - Air Forces Africa is conducting market research for commercial internet and cable television services for the Kaiserslautern Military Community (KMC) in Germany. The agency seeks to establish Blanket Purchase Agreements (BPAs) for high-speed internet and cable TV services across four military installations: Kapaun, Landstuhl, Ramstein, and Vogelweh. Key requirements include 24/7 telecommunications services with bilingual customer support, wireless internet access, professional WiFi equipment, technical support, hardware maintenance, and cable TV infrastructure for Armed Forces Network programming. The government is requesting capability statements and responses to a Market Research Questionnaire to assess vendor qualifications, including ability to transfer existing accounts, utilize existing fiber infrastructure, provide online bill review, and comply with draft Performance Work Statement requirements. Interested sources must submit their responses by June 20, 2025, at 14:00 Central European Summer Time via email to specified contracting personnel.
This pre-solicitation notice does not include any set-aside designations and operates under the "No Set-Aside Used" classification. No current contractors or incumbents are mentioned in the documentation. While specific award values or budget ranges are not disclosed, the contract structure involves a five-year Blanket Purchase Agreement period from July 21, 2025, to July 20, 2030, with ordering and payment conducted via Government Purchase Card. The contractor will be required to provide quarterly and annual reporting on network infrastructure and usage, with stringent response time requirements of two hours for complete service outages and next business day response for single outages. The government will contribute to the arrangement by leasing four fiber optic cable strands and providing shelter for head-end equipment as part of the service agreement.
