About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting quotations for Commercial Industrial Services related to safety nets aboard the USS Anchorage (LPD-23), a San Antonio-class amphibious transport dock ship. The procurement requires a contractor to provide labor, services, equipment, and materials for the removal, manufacture, pre-fit inspection, weight testing, and installation of nylon trunk safety nets including new safety hooks at multiple access trunk locations. Prospective contractors must maintain an approved quality management system (NAVSEA Standard item 009-04) certified by SWRMC's Quality Assurance department to be eligible for award. The solicitation does not specify explicit evaluation criteria beyond compliance with the Statement of Work and quality management system requirements. The due date for quotations is December 18, 2025, with ship inspection opportunities available on December 16 and 18, 2025, at Naval Base San Diego; the government will not reimburse vendors for inspection costs, and all technical questions must be submitted using the Request for Specification Clarification Form to Contract Specialist Edward Dean.
This Request for Quotation (N5523626Q0016) is designated as a total small business set-aside, making it ineligible for award to large businesses, and falls under NAICS code 811420 for reupholstery and furniture repair services. The procurement does not identify any incumbent contractors. The contract involves processing 12 units of safety net configurations across different locations with associated new safety hooks, with the period of performance spanning January 8–23, 2026. The itemized pricing sheet provides the structure for cost submission but does not disclose an overall budget ceiling. Work will be performed at Naval Base San Diego, Pier 4, Berth 5, with daily coordination required with the Ship's Authorized Representative throughout the 16-day performance window.
