The National Oceanic and Atmospheric Administration (NOAA) is soliciting proposals under RFP 1332KP26R0007 to acquire commercial, near-real-time Microwave Sounder (MWS) radiance data, including optional hyperspectral observations, from on-orbit Low Earth Orbit satellite systems. The data will support all-weather atmospheric temperature and moisture profiling, tropical cyclone monitoring, precipitation estimation, and operational forecasting applications. Key contract requirements include Level 1B/1C radiance observation data with a nadir horizontal resolution of 32 km for temperature and 16 km for moisture, a data product latency of 60 minutes, noise performance better than ATMS-level specifications multiplied by 2, radiometric calibration accuracy of 1-2 K, and minimum data coverage of 75 percent of the regional area with at least 70 percent average daily data availability. Evaluation will prioritize technical capability significantly over price, assessing proposals on their ability to provide guaranteed minimum data specifications, meet delivery timelines from operational satellites, comply with IT security standards per CAR 1352.239-72 or equivalent frameworks, and identify appropriate risk mitigation strategies. This solicitation is reserved for one small business concern under NAICS code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) with a size standard of $40 million, conducted as full and open competition with the possibility of accepting other-than-small-business proposals if insufficient small business offers are received. The Tomorrow Companies, Inc. is the incumbent contractor under the previous follow-on requirement contract 1332KP24P0077. The estimated contract value is $40 million, and the government intends to award one or more firm-fixed-price contracts. The contract period of performance spans one year from June 1, 2026, through May 31, 2027, divided into three phases: Phase 1 (Preparation, 3 months) for submission of technical documentation and sample data; Phase 2 (Data Delivery, 6-12 months depending on vendor history); and Phase 3 (Evaluation, 3 months). Previously evaluated vendors may skip the preparation and evaluation phases and proceed directly to a full 12-month Phase 2 delivery period. The place of performance is Silver Spring, Maryland, where data will be delivered to NOAA's National Environmental Satellite, Data, and Information Service Common Cloud Framework via HTTPS or SFTP.
