About this opportunity

The Centers for Disease Control and Prevention seeks proposals for a Commercial COVID-19 Emergency Response Team to provide specimen collection, processing, shipping, tracking, storage, testing, and reporting services on an indefinite delivery, indefinite quantity basis. The agency will activate the team to work independently or alongside CDC personnel in response to COVID-19 outbreaks. Proposals are due by July 17, 2020 for the base period running September 24, 2020 to September 23, 2021, with a total contract value not to exceed $30 million. Evaluation will consider technical approach, management plan, staffing plan, and price, with technical factors weighted more heavily.

There is no set-aside designation. Services will be performed within the United States under NAICS code 541715 with the primary PSC code R425. Sample task orders in the solicitation documentation outline potential work at nursing home facilities in Nebraska and New Mexico over 100-day periods, collecting samples from 200 residents total. Credentials must be provided showing personnel meet FEMA training standards, and the contractor must maintain processes to support CDC review of collected samples and test results. Clinical Laboratory Improvement Amendments certification is required at time of award.
