About this opportunity

The Defense Logistics Agency (DLA) Troop Support Indo-Pacific has issued a Sources Sought Notice to conduct market research regarding the procurement of commercial construction aggregate materials, including ready-mix concrete, asphalt, sand, and crushed rock for delivery to Guam and the Northern Mariana Islands. The primary materials of interest are cement (Type I/II Portland), coarse aggregates (gravel and crushed stone), and fine aggregates (sand). Interested suppliers must complete and submit the Market Research Survey (Attachment #1) detailing their product offerings, specification compliance standards, production capacity, transportation logistics, delivery options, and stockpile management plans. The notice does not constitute a formal solicitation, invitation for bid, or request for proposal, and responses will be used solely for market research purposes to develop an acquisition strategy. Responses must be submitted via email to allison.higashi@dla.mil and tamara.l.yockey@dla.mil by January 16, 2026 at 0800 HST.

This announcement uses no set-aside designation and identifies no incumbent contractors or current competitors. No specific award value or budget range is disclosed in this market research notice, as the purpose is to gather industry capability information rather than commit to a procurement. The sources sought notice does not obligate the government to issue a formal solicitation or award a contract, and any costs incurred by responding companies will not be reimbursed by the U.S. Government. The notice covers potential DoD and Non-DoD customer requirements across multiple geographic locations in the Pacific region, including Saipan, Tinian, and Rota in addition to Guam. This market research effort will inform the government's determination of appropriate acquisition strategies and supplier capabilities for supporting military customers' construction material needs.
