About this opportunity

The Department of the Army, Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Belvoir Division, is conducting market research on commercially available 3kW generators with diesel and/or JP-8 fuel capability to modernize the legacy 3kW Tactical Quiet Generator (TQG), which has been fielded for over two decades. This Request for Information (RFI) seeks innovative commercial solutions that could offer superior performance and technology compared to current military systems, aligned with the Secretary of War's directive to prioritize commercial products in defense acquisition. Respondents must provide company information and detailed technical specifications addressing 12 capability questions, including power output, voltage switching capability (120VAC/240VAC), weight and size, noise levels, Mean Time Between Failure, operating temperature range, High-Altitude Electromagnetic Pulse (HEMP) survivability, electromagnetic interference characteristics, environmental operating limits, and fuel consumption rates at various loads. The Government has indicated that responses will be evaluated based on technical merit and commercial viability, with preference given to domestically manufactured products utilizing U.S.-sourced specialty metals in compliance with anticipated Berry Amendment requirements. The amended response deadline is 12:00 p.m. on 10 February 2026, with questions and requests for clarification required to be submitted within five calendar days of RFI posting (by 8 February 2026); responses must be submitted electronically to Thao Trinh, CPT Jun Im, and Rosetta Wisdom-Russell.

This is a market research notice only, not a request for proposal, and no contract will be awarded based on responses; therefore, no set-aside designation applies. No incumbent contractor or current award value has been identified in this pre-solicitation notice, as the government is in the exploratory phase of identifying potential commercial alternatives to the existing TQG system. Respondents must limit submissions to ten 8.5 x 11-inch pages in Microsoft Word or PDF format, and all costs associated with response preparation will be borne solely by the respondent with no payment or feedback provided. The applicable NAICS code is 335312 (Motor and Generator Manufacturing) and the PSC code is 6115 (Generators and Generator Sets, Electrical). All proprietary information submitted will be protected as business sensitive and retained by the Government; responses are voluntary, and the Government retains full discretion regarding whether to proceed with a formal solicitation based on the market research findings.

Update #2 · Latest ·

In accordance with the Secretary of War's memorandum, Transforming the Defense Acquisition System into the Warfighting Acquisition System, our procurement strategy is now guided by a clear directive: "Commercial products and offerings, in whole or in part, as the preferred acquisition approach, with enhanced presumption of commerciality to expand qualifying vendors." This directive enables us to seek innovative, market-driven solutions for legacy systems. The 3kW Tactical Quiet Generator (TQG), having been fielded for over two decades, may be a prime candidate for such modernization. While we recognize that commercial generators may not meet every stringent military requirement out-of-the-box, we see a strategic advantage in exploring commercial generators to see if it meets the Government’s Military requirements.

Questions and requests for clarification of information must be submitted no later than 5 calendar days following RFI posting.

Requests shall be submitted only to the email addresses specified in the attachment. Any other forms of request for additional information will not be honored.

Response Due Date: 10 February 2026
