REQUEST FOR INFORMATION (RFI) - COMMERCIAL CAPABILITIES IN 3KW POWER GENERATION

This RFI is issued by the Department of the Army, Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Belvoir Division, to conduct market research on commercially available 3kW generators with diesel and/or JP-8 fuel capability. The Government seeks to identify innovative commercial solutions that could offer superior performance compared to the current 3kW Tactical Quiet Generator (TQG), which has been fielded for over two decades. This market research will inform the development of an acquisition strategy if the requirement materializes. Responses are due by 12:00 p.m. on 30 January 2026 and must be submitted electronically to Contract Specialist Thao Trinh (thao.h.trinh.civ@army.mil), CPT Jun Im (jun.h.im.mil@army.mil), and Contracting Officer Rosetta Wisdom-Russell (rosetta.wisdom-russell.civ@army.mil). Responses are limited to ten (10) 8.5 x 11-inch pages and should be submitted in Microsoft Word or PDF format. This is an informational market research notice only—not a request for proposal—and no contract will be awarded based on responses.

Respondents must provide company information (name, incorporation date, number of employees, address, POCs, CAGE Code, facility clearance level) and detailed technical specifications addressing 12 capability questions. These include current 3kW generator availability, voltage capability (120VAC/240VAC switching), weight and size, noise levels at 7-meter distance, mean time between failure, operating temperature range, HEMP survivability, EMI characteristics, baseline and extended environmental operating limits, and fuel consumption rates at various load levels. The Government requests independent test data supporting specifications and indicates that any future solicitation will include the Berry Amendment (10 U.S.C. 2533a), asking respondents to indicate if products are manufactured in the United States with domestically sourced specialty metals. The applicable NAICS code is 335312 and PSC is 6115. All responses will be protected as business sensitive and retained by the Government; respondents will bear all costs associated with response preparation and will receive no payment or feedback.

Request for Information (RFI)

TITLE: Commercial Capabilities in 3kW Power Generation

AGENCY: Department of the Army, Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Belvoir Division

RESPONSE DUE DATE: 30 January 2026

INTRODUCTION

In accordance with the Secretary of War's memorandum, Transforming the Defense Acquisition System into the Warfighting Acquisition System, the Expeditionary Energy and Sustainment Systems (E2S2) and Army Contracting Command – Aberdeen Proving Ground (ACC-APG) Belvoir Office, are conducting market research to identify capabilities commercially available for 3kW generators with diesel/JP-8 fuel capability. The Government recognizes that commercial off-shelf solutions may not meet all military technical requirements, The Government is seeking to identify innovative commercial generators that could offer superior performance and technology compared to the current 3kW Tactical Quiet Generator (TQG). This initiative aims to explore cutting-edge solutions available in the commercial marketplace to enhance military capabilities.

The result of this market research will assist the Government in the development of the Acquisition Strategy if the requirement materializes. The Government is not seeking proposals and will not accept unsolicited proposals at this time. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided. The Government will retain all responses, which will be protected as business sensitive and will not be released outside of the Government and the Government’s program support contractor(s). Respondents are advised that the Government will not pay for any information provided, or administrative costs incurred, in response to this RFI. All costs associated with responding to this RFI will be solely at the Respondent’s expense. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUB Zone small businesses, and woman-owned small businesses are encouraged to participate. Not responding to this RFI does not preclude participation in any future Request for Proposal(s) (RFP), if any is issued. It is the responsibility of the potential offerors to monitor for additional information pertaining to any future requirement.

PROGRAM BACKGROUND

In accordance with the Secretary of War's memorandum, Transforming the Defense Acquisition System into the Warfighting Acquisition System, our procurement strategy is now guided by a clear directive: "Commercial products and offerings, in whole or in part, as the preferred acquisition approach, with enhanced presumption of commerciality to expand qualifying vendors." This directive enables us to seek innovative, market-driven solutions for legacy systems. The 3kW Tactical Quiet Generator (TQG), having been fielded for over two decades, may be a prime candidate for such modernization. While we recognize that commercial generators may not meet every stringent military requirement out-of-the-box, we see a strategic advantage in exploring commercial generators to see if it meets the Government’s Military requirements.

Requested Information:

E2S2 requests the following information:

1. Company Information

• Company Name

• Date of incorporation

• Number of years in business

• Number of employees

• Company Address

• RFI Technical POC Name, Email Address, and Phone number

• RFI Business/Contract POC Name, Email Address, and Phone number

• CAGE Code

• Facility Clearance Level

CAPABILITIES

This notice is to assess the state-of-the-art in the commercial sector for 3kW generator technology and its potential application to military needs. The Government seeks to understand the capabilities of existing industry solutions and determine how they align with our key technical requirements. The Government recognizes that commercial generators are not designed for austere environments. The following questions are designed to evaluate the suitability of commercial generators for military applications:

Technical Parameters:

1. Do you have a currently available generator set capable of 3kW continuous output power utilizing Diesel and/or JP-8 fuel?

2. What is the voltage capability? Does the system support switching between 120VAC and

240VAC?

3. What is the weight and size?

4. What is the noise level at 7-meter distance?

5. What is the Mean Time Between Failure?

6. What is the operating temperature range while continuously providing this power without derating?

7. Has the system been designed to survive High-Altitude Electromagnetic Pulse (HEMP)?

8. What are the Electromagnetic Interference (EMI) emission and susceptibility characteristics?

9. What is the baseline environmental limits within which this equipment can operate without any special preparation or performance de-rating?

10. For conditions that exceed the baseline limits in #9, what is the extended operational envelope, and what specific preparations, kits, or procedures are required to achieve it? Please provide details for the following conditions: high altitude, rain, snow, sleet, sand, dust, salt fog, extreme humidity, and intense solar radiation.

11. What is the fuel consumption rate at no load, 25%, 50%, 75%, and full load? (Include which fuel was used in testing.)

12. Do you have independent test data to support these specifications? If yes, please provide the data with your response.

SPECIAL REQUIREMENTS

This is a market research notice to determine the availability of domestic sources. Any future solicitation for this requirement is anticipated to include the Berry Amendment (10 U.S.C.

2533a). Respondents are requested to indicate in their submission if their products are manufactured in the United States and if the specialty metals used are of domestic origin.

ELIGIBILITY

The applicable NAICS code for this requirement is 335312 and Product Service Code (PSC) is 6115.
