About this opportunity
The Naval Supply Systems Command is soliciting hard-wired multi-channel cable television and high-speed internet services for Commander Pacific Fleet at Joint Base Pearl Harbor Hickam, with offers due June 26. This is a Women-Owned Small Business sole-source procurement under FAR Part 12, non-competitive and justified under 41 U.S.C. 1903 as only one source reasonably available.
Place of performance is Joint Base Pearl Harbor Hickam, Hawaii, with delivery to 250 Makalapa Drive, Pearl Harbor. The requirement spans a 12-month period from July 1, 2026 through June 30, 2027. Services must include 2 endpoints of Enterprise Internet 1G, 4 endpoints of Enterprise Internet 500M, 3 endpoints of Enterprise Internet 100M, and 63 subscriptions to Fiber Connect Plus Deluxe cable television service with corresponding service charges across multiple locations within the compound. Services must be delivered via secure, hardwired fiber optic connections, operating continuously 24 hours per day, 7 days per week. The requirement includes five dedicated public access channels for government-originated military public affairs programming.
The procurement cites Spectrum (Charter Communications Operating LLC dba Spectrum) as the only qualified provider capable of meeting security requirements and technical infrastructure needs, with Spectrum's Fiber Connect Plus service requiring immediate restoration. Contractors must submit firm fixed-price quotes on SF-1449, provide technical documentation specific to the service offerings, and complete DFARS certifications including 252.204-7016 and 252.204-7017 regarding covered defense telecommunications equipment. Quotes must remain valid for a minimum of 30 calendar days from the due date. Award will be made to the vendor determined technically acceptable and offering fair and reasonable pricing. The NAICS code is 517111, Wired Telecommunications Carriers. Administrative oversight is NAVSUP FLCPH, with point of contact Tony Ho at (808) 474-6117.
