About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA) has issued a Special Notice announcing its intent to sole source a contract for Command Post Maintenance services at RAF Lakenheath. The contract, identified under NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance, will cover system upgrades and maintenance for critical communication infrastructure. Specifically, the 48th Contracting Squadron is targeting a contract with either MCS of Tampa or Unify, Inc. for comprehensive console support services. The opportunity is classified as a Special Notice with no specific set-aside designation, posted on November 19, 2024, with responses due by November 29, 2024. The contract scope involves maintaining a complex communication system that supports mission-critical command and control capabilities.
The primary objective of this Special Notice is to secure a sole-source contract for 24/7 technical support and maintenance of existing communication consoles, with a base year of service and four additional one-year options. Contractors interested in the opportunity must demonstrate capabilities that match the government's stringent requirements, including the ability to provide uninstallation and disposal of current equipment, remote troubleshooting, system configuration changes, server maintenance, on-site service calls, and replacement parts logistics. The government has justified restricting competition based on the vendor's exclusive ownership of the existing infrastructure and concerns about voiding warranties by using unauthorized service providers. Potential contractors are invited to submit capabilities statements by the November 29, 2024 deadline, though the government retains discretion over final competition decisions. The contract will cover comprehensive services including telephone technical support, remote diagnostics, system modifications, on-site service calls, travel expenses, and parts replacement with shipping included.
Notice text
This contract will provide system upgrades and one-year maintenance service, plus maintenance option service for four years that will cover 24/7 support of the consoles. This includes the uninstall and disposal of current equipment/configuration, telephone consults for technical support, remote dial-in for troubleshooting, system configuration changes, server maintenance, on-site service calls, travel expenses, and replacement parts to include shipping. This system will provide the installation efficiency in providing command and control to meet mission needs with seamless communication and voice-recording capability for all landline and radio transmissions.
