About this file

This is a Special Notice announcing the 48th Contracting Squadron's intent to award a sole-source contract to MCS of Tampa for system upgrades and maintenance services at RAF Lakenheath. The notice, issued on November 19, 2024, with responses due by November 29, 2024, falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance).

The proposed contract includes a base year plus four one-year options for 24/7 console support services, including uninstallation and disposal of current equipment, technical support, remote troubleshooting, system configuration changes, server maintenance, on-site service calls, travel expenses, and replacement parts with shipping. MCS of Tampa has been identified as the sole capable vendor, as they own the existing infrastructure and other Unify Inc. authorized distributors lack the required capabilities. The justification cites that using unauthorized vendors would void existing warranties, and a 2019 survey determined that replacing the infrastructure would be more costly than continuing with MCS of Tampa. Interested contractors may submit capabilities statements by the response date, though the government maintains discretion over competition decisions.

48th CONTRACTING SQUADRON

Issue Date: 19 November 2024 Response Due Date: 29 November 2024 NAICS Code: 811210 - Electronic and Precision Equipment Repair and

Maintenance Subject: Special Notice – Award a Sole Source

GENERAL INFORMATION

NOTICE OF INTENT TO AWARD SOLE SOURCE:

The 48th Contracting Squadron, United States Air Forces in Europe (USAFE), Royal Air Force (RAF) Lakenheath intends to award a sole source, base year contract with four additional one (1) year options to MCS of Tampa. This contract will provide system upgrades and one-year maintenance service, plus maintenance option service for four years that will cover 24/7 support of the consoles. This includes the uninstall and disposal of current equipment/configuration, telephone consults for technical support, remote dial-in for troubleshooting, system configuration changes, server maintenance, on-site service calls, travel expenses, and replacement parts to include shipping. This system will provide the installation efficiency in providing command and control to meet mission needs with seamless communication and voice-recording capability for all landline and radio transmissions.

MCS of Tampa has been determined as the only vendor with the capability to provide these services. Unify Inc has authorized distributors but these vendors do not have the capabilities to perform all of the services required under this contract. MCS of Tampa currently owns all of the existing infrastructure and using an unauthorized vendor to perform the services, will result in voiding all existing warranties and future servicing agreements. A survey was done in 2019 to identify the possibility of removing the current infrastructure to ensure a lower cost. As a result, the costs would far exceed utilizing MCS of Tampa for this service requirement. The justification for restricting competition will be in accordance with the statutory authority of 10 U.S.C. 2304(c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

MCS of Tampa is the sole owner of the system, which meets all Governments requirements, thus making it the only entity with whom a contract can be executed.

This notice of intent is not a request for competitive quotations and no solicitation will be issued from this notice; Interested contractors may identify their capability to provide the services prescribed within this notice and the attached Description of Services on or before the response due date, and should provide sufficient data for the Government to determine them as a comparable alternative to the intended source. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
